The Hong Kong Special Administrative Region Government has announced the "New Territories Science and Technology Park Innovation and Technology Industry Development Plan Concept Outline".
On November 20th, the Hong Kong Special Administrative Region Government released the "Concept Outline of the Development Plan for the Science and Technology City" (the "Concept Outline"), which outlines the development vision, goals, positioning, industrial space layout, and development model for the 210-hectare startup and innovation land in the Science and Technology City, providing a clear development strategy for the Science and Technology City.
On November 20th, the Hong Kong SAR Government announced the "Concept Outline of the Development Plan for the Innovation and Technology Industry in the Science Park" (the "Concept Outline"), setting out a clear development strategy for the development of 210 hectares of new land for innovation and technology in the Science Park from a top-level design perspective, including the development vision, goals and positioning, industry space layout, and development model.
According to estimates by consultants, the Science Park is expected to contribute approximately HK$250 billion or more to Hong Kong's GDP annually when fully operational, providing over 300,000 full-time job opportunities.
The new innovation and technology land in the Science Park and the Hong Kong Science Park in the Guangdong-Hong Kong-Macao Greater Bay Area will form an important link for the upstream, midstream, and downstream coordinated development, providing a full chain of supporting facilities for the innovation and technology industry, including office space, prototypes, small-scale trials, mid-scale trials, and production.
In line with the 14th Five-Year Plan and the 15th Five-Year Plan of the country's recommendation for Hong Kong to be an international innovation and technology center, as well as the future layout of "financial in the south, innovation and technology in the north" in ShenZhen New Industries Biomedical Engineering, the Science Park in the Science Park will be an indispensable key part of Hong Kong's innovation and technology development, becoming a major hub for the development of emerging technology industries in Hong Kong in the future.

The government today (November 20) announced the "Concept Outline of the Development Plan for the Innovation and Technology Industry in the Science Park" (the "Concept Outline"), setting out the development vision, goals and positioning, industry space layout, and development model for the 210 hectares of new land for innovation and technology in the Science Park from a top-level perspective, to provide a clear development strategy for the Science Park.
Professor Sun Dong, Secretary for Innovation and Technology, said: "The Science Park is vast, and its development needs to be orderly. The "Concept Outline" proposes phased development plans, industrial positioning and layout, coordinated development of various areas, as well as strategies to guide market resource investment in development, as a clear guide for the Science Park to become a strategic base for the innovation and technology industry."
"The Science Park has three major advantages: it is adjacent to the Hong Kong Science Park in the Guangdong-Hong Kong-Macao Greater Bay Area, closely connected to the innovation and technology ecosystem of Futian and Huanggang, with locational advantages. It provides approximately 210 hectares of new land for innovation and technology, meeting the spatial needs of different stages of the industry chain, different scale enterprises, and different technology domains, with scale advantages. It enjoys excellent transport network, close to Shenzhen, and also near the Sanbao Wetland Conservation Park, with superior ecological environment and liveable advantages."
"As a natural extension of the Guangdong-Hong Kong-Macao Greater Bay Area, the new innovation and technology land in the Science Park can be combined with the complete industry supply chain of mainland cities in the Greater Bay Area, and receive the research results transformation of the Hong Kong Science Park and industrialization, driving economic growth, creating high-quality employment opportunities, realizing industrial structure upgrades, through focusing on the interaction between industry, talent, and space, building a virtuous cycle of industry excellence, city attractiveness, and talent attraction."
The Innovation and Technology Bureau commissioned consultants to conduct research, incorporating opinions from relevant industry stakeholders, including innovation and technology enterprises, academic institutions, chambers of commerce, innovation and technology associations, etc., to set the three development orientations of the Science Park: (1) providing space for prototypes, mid-scale trials, small-scale production, (2) developing high-quality local innovation and technology industries, and (3) gathering global innovation and technology resources and talents.
In terms of industrial development, the Science Park can provide large-scale land to support the strategic development of the innovation and technology industries proposed in the "Hong Kong Innovation and Technology Development Blueprint", namely life health technology, artificial intelligence and robotics, microelectronics and intelligent devices, new materials, new energy, and green technology, etc., focusing on the construction of Hong Kong's innovation and technology industry system with advanced manufacturing as the core.
In terms of land layout, the new innovation and technology land in the Science Park will be divided and developed into three hubs, three industrial development belts (three hubs, three belts), namely the Henkou Hub, Zhoutou Hub, and Qilin Hub from north to south, and the life health technology development belt, artificial intelligence and robotics development belt, and microelectronics and advanced industry development belt. This planning structure combines the pace of innovation and technology industry layout with the timeframes of relevant land acquisition and civil engineering department land leveling projects, divided into five development stages, from introduction, extension of industrial ecology, urban hub, to perfection stage.
In the promotion of each stage of development, the hub development will be the overall guiding force, developing its main advanced industries, emphasizing the integration of industry and city, in addition to setting up headquarters for enterprises, creating commercial complexes, and providing talent apartment space to provide urban support for innovation and technology talents. In addition, the plan is practical, reserved for certain development flexibility, providing strategic blank areas to support future emerging technology industries in subsequent stages.
In terms of development model, based on the principle of proactive government and efficient market, the development work of the Science Park can consider establishing a dedicated company model and jointly participating in development with the market, using market resources to speed up development and optimize costs.
