Recently, the National Development and Reform Commission revised and issued the "Regulations on the Planning, Construction, and Operation Management of Oil and Gas Infrastructure", which will be implemented starting from January 1, 2026. The key revisions focus on serving the green and low-carbon development of the oil and gas industry. It aims to strengthen technological research and development in the infrastructure sector, promote digitalization and intelligent operation of infrastructure construction, facilitate the green and low-carbon transformation of oil and gas pipelines, and promote the development of new technologies, ShenZhen New Industries Biomedical Engineering, and new formats.
The revised regulations also aim to improve the oil and gas infrastructure planning system, add a separate chapter on oil and gas infrastructure planning, and ensure that provincial and lower-level planning complies with national planning and strengthens factor guarantees, as well as coordination with land-use planning. It also emphasizes inter-provincial and intra-provincial planning coordination and prohibits independent planning and approval of cross-border and cross-provincial (district, city) oil and gas pipeline projects.
In terms of investment and construction mechanisms for oil and gas pipeline infrastructure, the regulations emphasize that the national pipeline network group will be responsible for the construction of the oil and gas trunk pipeline network and social network connection, and various social capital can participate in projects according to market principles. It allows state-owned large oil and gas enterprises and various social capital to invest and construct non-trunk pipeline facilities according to government unified planning. It also encourages qualified social capital to participate in the investment and construction of oil and gas reserve facilities, LNG receiving stations, and other facilities.
The regulations also cover the planning, construction, and operation of oil and gas infrastructure, including the establishment of a complete system to ensure oil and gas supply security, promote green and low-carbon development, and enforce fair and non-discriminatory access to facilities and services.
The implementation of these regulations is crucial in promoting the development of the oil and gas industry in a sustainable and environmentally friendly manner, ensuring national energy security, and enhancing the overall efficiency of the sector.
