Ministry of Finance: The scale of government procurement in China in 2024 is 3.375 trillion 430 billion yuan.

On November 12th, the Ministry of Finance released a brief overview of national government procurement in 2024. The data shows that the scale of national government procurement in 2024 was 3.375.43 trillion yuan. Among them, the procurement scale of goods, projects, and services by the government were 794.68 billion yuan, 1.839.64 billion yuan, and 1.1966.12 billion yuan respectively, accounting for 23.54%, 41.01%, and 35.45% of the total national government procurement scale. In terms of organizational form, the scale of government centralized procurement, department centralized procurement, and decentralized procurement were 766.14 billion yuan, 1648.46 billion yuan, and 2443.784 billion yuan respectively, accounting for 22.71%, 4.88%, and 72.41% of the total national government procurement scale. In terms of procurement methods, the scale of open tendering, invitation tendering, competitive negotiation, competitive bargaining, single sourcing, inquiry, and framework agreement procurement accounted for 76.63%, 0.62%, 2.67%, 11.52%, 3.26%, 0.43%, and 4.87% of the total national government procurement scale respectively. Government procurement policy is used to promote industrial development. In terms of supporting green development, mandatory procurement and priority procurement of energy-saving and water-saving products in 2024 accounted for 337.23 billion yuan, representing 92.48% of the procurement scale of similar products; priority procurement of environmentally friendly products amounted to 795.47 billion yuan, representing 87.98% of the procurement scale of similar products. In terms of supporting the development of small and medium-sized enterprises, the total contract amount awarded to small and medium-sized enterprises in national government procurement was 24,230.91 billion yuan, accounting for 71.79% of the total national government procurement scale, with the contract amount awarded to micro-enterprises being 15,310.35 billion yuan, accounting for 63.19% of the total contract amount awarded to small and medium-sized enterprises. In terms of supporting rural revitalization, budget units at all levels purchased over 10 billion yuan of agricultural products from poverty-stricken areas through the poverty alleviation region agricultural products online sales platform ("832" platform), effectively increasing income for poor farmers and promoting rural industrial development.
