Ministry of Commerce: Starting from November 10, the anti-circumvention measures on the imported single-mode optical fibers originating from the United States will be discontinued.
Starting from November 10, 2025, the existing anti-dumping tax rate applicable to imported non-dispersion shifted single-mode optical fibers originating from the United States shall cease to apply to imported related cut-off wavelength shifted single-mode optical fibers originating from the United States.
On November 5th, the Ministry of Commerce issued a document stating that, in light of changes in the trade environment, it has recommended to the State Council Tariff Commission to stop implementing anti-avoidance measures against imported single-mode optical fibers with a cut-off wavelength related to the United States. The State Council Tariff Commission has decided to follow the Ministry of Commerce's recommendation. Starting from November 10th, 2025, the current anti-dumping tax rate on imported non-dispersive single-mode optical fibers from the United States will no longer be applied to imported single-mode optical fibers with a cut-off wavelength related to the United States.

Ministry of Commerce Announcement No. 71 of 2025 Announcing the cessation of anti-avoidance measures against imported single-mode optical fibers with a cut-off wavelength related to the United States
On September 3, 2025, the Ministry of Commerce issued Announcement No. 48 of 2025, implementing anti-avoidance measures against imported single-mode optical fibers with a cut-off wavelength related to the United States, applying the current anti-dumping tax rate on imported non-dispersive single-mode optical fibers from the United States to imported single-mode optical fibers with a cut-off wavelength related to the United States.
After the above measures were implemented, due to changes in the trade environment, the Ministry of Commerce recommended to the State Council Tariff Commission to stop implementing anti-avoidance measures against imported single-mode optical fibers with a cut-off wavelength related to the United States. The State Council Tariff Commission made a decision based on the Ministry of Commerce's recommendation. Starting from November 10, 2025, the current anti-dumping tax rate on imported non-dispersive single-mode optical fibers from the United States will no longer be applied to imported single-mode optical fibers with a cut-off wavelength related to the United States.
