Hong Kong Transport and Logistics Department: Building Port Community System Expected to Be Officially Launched Early Next Year.
The Hong Kong government is actively working on building digital infrastructure that will further develop the logistics industry, while the Transport and Logistics Bureau is fully committed to constructing the Port Community System (PCS), which will officially launch early next year.
On November 5th, Liao Zhenxin, Deputy Director of the Hong Kong Transport and Logistics Bureau, attended the 2025 Global Supply Chain and Logistics Summit and stated that the Hong Kong government is actively building digital infrastructure to further develop the logistics industry. The Hong Kong Transport and Logistics Bureau is fully committed to constructing the Port Community System (PCS), which will be officially launched early next year.
He also mentioned that the platform provides comprehensive real-time cargo tracking and value-added services, enabling seamless logistics data connectivity across sea, land, and air. Through the Cargox platform, a collaboration between the Hong Kong Transport and Logistics Bureau and the Hong Kong Monetary Authority, almost all local banks can use PCS data for reliable cargo verification, simplifying the financing process, reducing credit costs for small and medium enterprises, and attracting more shippers to choose Hong Kong for transporting goods.
Additionally, the Hong Kong Transport and Logistics Bureau has signed a memorandum of cooperation with the Guangdong Electronic Port Management Company to introduce functions such as "one declaration multiple reports" and advance declaration of ocean freight manifests, which can reduce the time and cost required for customs clearance, significantly enhancing efficiency in the logistics industry.
