On October 31, the Hong Kong government announced the financial situation for the first six months of the current fiscal year (ending on September 30, 2025). During the first six months of the fiscal year, Hong Kong's total expenditure and revenue were 373.2 billion Hong Kong dollars and 235.2 billion Hong Kong dollars respectively. After taking into account the principal of 61.6 billion Hong Kong dollars from issuing government bonds and 26.8 billion Hong Kong dollars for repaying government bonds, a deficit of 103.2 billion Hong Kong dollars was recorded for the first six months of the fiscal year. The fiscal reserves stood at 551.1 billion Hong Kong dollars as of September 30, 2025.
A government spokesperson stated that the deficit up to September was mainly due to major revenues such as salaries tax and profits tax being mostly collected in the later part of the fiscal year.
