The Hong Kong SAR Government is committed to promoting cooperation arrangements with the Mainland on the interfacing of single windows.
On October 24th, the Hong Kong Trade Development Council and Hong Kong Customs, along with the National Port Administration Office, the Guangdong Department of Commerce (Port Office), and other relevant mainland departments, held the first meeting of the expert group on the collaboration of the Inner Harbor Single Window in Zhuhai. They exchanged experiences in developing the Single Window and strengthened cooperation between the two parties.
On October 24th, the Hong Kong Trade and Industry Department, Hong Kong Customs, and the National Port Administration Office, Guangdong Provincial Department of Commerce (Port Office), and other relevant mainland departments held the first meeting of the expert group on cooperation in the internal and Hong Kong single window in Zhuhai, exchanging experiences in developing the single window and enhancing cooperation between the two sides.
A spokesperson for the Trade and Industry Department stated that the government has always maintained close communication with the mainland authorities regarding the development of the single window. Following the signing of the cooperation arrangement on the single window between the Trade and Industry Department and the General Administration of Customs in May of this year, optimizing the exchange cooperation mechanism, this expert group meeting focused on discussing the latest developments in the single window in both locations and implementing further cooperation, as well as exploring suggestions for deepening cooperation in the next stage.
The "Policy Address 2025" mentioned that Hong Kong will collaborate with the mainland to advance the connection of the single window in both locations, exploring the expansion of the current mainland-Hong Kong single submission and dual reporting arrangement to other trade documents and transportation modes. In this regard, both sides agreed during the meeting to gradually expand the coverage of the current single submission and dual reporting arrangement in Hong Kong's trade single window after the third phase (starting in mid-2026), adding road cargo manifest and import-export declaration documents in addition to the existing road forecast cargo data, allowing more industry sectors to benefit from the one-time entry of road trade documents and mutual convenience.
Both sides also discussed the feasibility of expanding the single submission and dual reporting arrangement to maritime trade documents in the next phase to save time on re-entering data and further facilitate the industry.
The spokesperson continued that the Trade and Industry Department will continue to closely cooperate with the mainland authorities, including through regularly convening expert group meetings, to promote the connection of the single window system in both locations.
