On October 29, the National Health Commission and four other departments issued the "Notice on Promoting the Integration of Medical and Care Services" to launch a 3-year campaign to promote the integration of medical and care services. The notice stated that by the end of 2027, the integration of medical and care services policy would be continuously improved, the service system would be more sound, service supply would be effectively increased, service capabilities would be significantly enhanced, and medical and health resources for the elderly would be further shared and co-built to better meet the health and care service needs of the elderly. It was decided to support medical and health institutions, as well as care institutions, in legally providing integrated medical and care services. By the end of 2027, based on the local aging population, efforts would be made to ensure that each county (city, district, banner) has at least one medical and health institution or care institution directly providing integrated medical and care services, achieving basic coverage of integrated medical and care services in the county. The notice outlined ways to improve service resource allocation, support the expansion of integrated medical and care functions, deepen cooperation within medical alliances, strengthen the construction of the talented workforce, develop home and community services, expand service supply, strengthen quality management, and reinforce the safety production front line. The notice emphasized the importance of enhancing the quality and efficiency of services, expanding the training of professional talents, and promoting the integration of personnel from various disciplines to provide comprehensive healthcare services for the elderly. Additionally, it encouraged the development of specialized services for elderly people with dementia and the implementation of long-term care insurance system to ensure the quality of services provided to the elderly.
