According to the research of the Department of Social Sciences and Humanities of the National Bureau of Statistics, the Innovation Index of China in 2024 is 174.2 (with 2015 as the base year of 100), an increase of 5.3% compared to the previous year.
On October 29, the National Bureau of Statistics issued a document stating that according to the calculation by the research team of the Department of Social Sciences of the National Bureau of Statistics on the "China Innovation Index", the innovation index of China in 2024 was 174.2 (based on 2015 as 100), an increase of 5.3% from the previous year. When broken down by sectors, the innovation environment index, innovation input index, innovation output index, and innovation effectiveness index were 186.0, 162.6, 215.8, and 132.4 respectively, with an increase of 4.9%, 5.1%, 8.1%, and 1.9% respectively from the previous year. The results show that in 2024, China's innovation index continued to grow steadily, the country's scientific and technological innovation capabilities continued to improve, innovation output grew rapidly, and new economic driving forces continued to strengthen, providing strong support for high-quality economic development.

I. Innovation Environment Index. In 2024, the innovation environment index of China was 186.0, an increase of 4.9% from the previous year. When evaluated, all five evaluation indicators in this sector showed growth; among them, the proportion of graduates in science and engineering to the population of appropriate age index increased by 10.8% from the previous year, maintaining double-digit growth for three consecutive years; the per capita GDP index increased by 5.1% from the previous year; the index of the proportion of enterprises benefiting from additional deductions and exemption of taxes, the index of the number of people with education at college level or above per ten thousand employed persons, and the index of the proportion of science and technology funding to fiscal funding increased by 3.8%, 3.5%, and 1.6% respectively from the previous year.
II. Innovation Input Index. In 2024, the innovation input index of China was 162.6, an increase of 5.1% from the previous year. When evaluated, all four evaluation indicators in this sector showed growth; among them, the index of per capita funding for basic research personnel increased relatively quickly, by 6.6% from the previous year; the index of the proportion of enterprise R&D expenses to operating income, the index of full-time equivalent R&D personnel per ten thousand people, and the index of the proportion of R&D expenses to GDP increased by 4.7%, 4.6%, and 4.5% respectively from the previous year.
III. Innovation Output Index. In 2024, the innovation output index of China was 215.8, an increase of 8.1% from the previous year. When evaluated, all four evaluation indicators in this sector showed growth; among them, the index of the number of high-value invention patents per ten thousand R&D personnel increased by 12.5% from the previous year, maintaining double-digit growth for three consecutive years; the index of the proportion of enterprises with registered trademarks increased by 8.4% from the previous year; the index of the number of scientific papers per ten thousand people, and the index of the average amount of technology market transaction contracts all increased by 5.8% from the previous year.
IV. Innovation Effectiveness Index. In 2024, the innovation effectiveness index of China was 132.4, an increase of 1.9% from the previous year. When evaluated, three of the five evaluation indicators in this sector increased, one remained unchanged, and one decreased; among them, the index of labor productivity per employee increased relatively quickly, by 4.9% from the previous year; the index of the proportion of value added of the "three new" economy to GDP, and the index of the proportion of sales revenue from new products to operating income increased by 4.3% and 1.2% from the previous year respectively; the index of the proportion of value added of patent-intensive industries to GDP remained the same as the previous year; the index of the proportion of exports of high-tech products to the total merchandise exports decreased by 1.0% from the previous year, with a narrower decline of 5.7 percentage points compared to the previous year.
