Since the beginning of the year, various regions in the country have been actively expanding low-altitude economic development.
Since the beginning of this year, the low-altitude economy industry has been receiving positive news from both the policy and industry ends. The General Office of the Guangdong Provincial Government recently issued the "Guangdong Province Measures to Support the High-Quality Development of the Low-Altitude Economy." The "Measures" propose sixteen specific measures, including speeding up the key core technology research, accelerating the construction of industrial innovation platforms, fostering new low-altitude consumption formats, and strengthening low-altitude financial service support. It mentions strengthening low-altitude financial service support. Through the provincial industrial development investment fund cluster, various methods will be used to guide social capital to focus on the key core areas of the low-altitude economy industry chain, focusing on early investment, small investment, long-term investment, and investment in hard technology. Financial institutions such as banks, securities, and venture capital firms will be guided to provide financial services to low-altitude economy enterprises throughout their lifecycle and enrich the supply of financial products. The policy support for low-altitude economy loans interest subsidies and risk compensation will be increased. The cultivation of the listing of low-altitude economy enterprises will be increased to support high-quality enterprises that meet the conditions for listing domestically and internationally. For new transportation methods such as low-altitude passenger transport, the "Measures" suggest supporting Guangzhou, Shenzhen, and Zhuhai in piloting the steady opening of intra-city and inter-city low-altitude passenger transportation routes, while exploring the establishment of low-altitude airspace traffic rules and cross-border unmanned aerial vehicle logistics delivery in the Greater Bay Area. Since the beginning of this year, various regions in China have actively expanded their low-altitude economy layout. According to the forecast released by the Civil Aviation Administration of China, the market size of the low-altitude economy is expected to reach 1.5 trillion yuan by 2025 and could reach 3.5 trillion yuan by 2035. Various regions across the country have also introduced policy measures to support the development of the low-altitude economy, including support for special bonds and long-term special national bonds. On October 17, the General Office of the Anhui Provincial Government and the General Office of the Henan Provincial Government jointly issued the "Implementation Plan for the Development of Cooperation between Anhui and Henan Provinces." They proposed 18 measures focusing on industrial innovation linkage among five aspects. They specifically support neighboring areas to leverage the advantages of flat airspace to develop general aviation, aircraft equipment assembly and maintenance industries, create low-altitude economy industrial clusters, and promote regional industrial synergy. Recently, the Tianhe District of Guangzhou issued the "Several Policy Measures to Accelerate the High-Quality Development of the Low-Altitude Economy and Aerospace Industry", proposing 11 support measures covering infrastructure, industrial innovation, scenario applications, and other areas. They will provide support of 1 million/800,000 yuan to large-scale manned/unmanned drone enterprises holding the Civil Aviation Administration operation certificate, with each enterprise receiving a maximum subsidy of 20 million yuan per year, with the policy valid until the end of 2027. In terms of industry dynamics, from October 22 to 25, EHang Intelligence stated at the Second China-Portuguese-Speaking Countries Economic and Trade Fair that Latin American countries have rich unmanned aerial vehicle application scenarios, and governments in countries like Brazil and Portugal have a strong interest in low-altitude economic products. The company plans to introduce China's low-altitude economic experience to Portuguese-speaking countries, expand international markets through technical cooperation, and promote the implementation of low-altitude transportation solutions. On October 24, an announcement stated that the subsidiary Guoyuan Technology and Zhejiang Maritime Services Company have jointly established a new company with a registered capital of 10 million yuan (Guoyuan Technology holds 60%), engaging in "low-altitude economy + maritime services" businesses such as maritime drone transportation, ship supplies, and digital platform construction to enhance comprehensive competitiveness. Amidst policy support and the continuous upgrading of the industry, investment opportunities in the low-altitude economy industry concept sectors are becoming apparent. Guotai Haitong believes that in recent years, the policies related to the low-altitude economy have gradually become more detailed, and the industry is becoming more mature. The essence of the low-altitude economy is the efficient development of airspace resources and the synergistic development of three-dimensional industries. The supporting policies for the industry are becoming increasingly complete. With the continuous expansion of the industry scale, the investment value of enterprises that layout related industrial chains is becoming prominent. Southwest believes that the national strategy is focusing on the new track of the low-altitude economy, and various regions have successively introduced landmark policies for the development of the low-altitude economy. From the perspective of application scenarios, low-altitude logistics, low-altitude tourism, and other application scenarios are leading the way, while other areas are actively exploring. Orders for leading eVTOL manufacturers are gradually being fulfilled, and the trend of the industrial chain's scale development is clear. Open Source Securities believes that the low-altitude economy has seen a vertical landing from the macro (national industrial planning) to the meso (local subsidies in various regions) to the micro (infrastructure mainframe bidding, application scenario construction). It is recommended to pay attention to the subsequent sector trends in the low-altitude economy.
