Ministry of Industry and Information Technology publicly solicits opinions on the "Implementation Measures for Capacity Replacement in the Steel Industry (Draft for Soliciting Opinions)"

The draft opinion points out that the ratio of iron and steel production capacity replacement in each province (autonomous region, municipality) shall not be less than 1.5:1.
On October 24, the Ministry of Industry and Information Technology solicited public opinions on the "Implementation Measures for Capacity Replacement in the Steel Industry (Draft for Solicitation of Opinions)". The draft stipulates that the ratio of iron and steel production capacity replacement in each province (autonomous region, municipality) shall not be less than 1.5:1. For compliant production capacity obtained through mergers and reorganizations after June 1, 2021 for project construction, the ratio of iron and steel production capacity replacement in each province (autonomous region, municipality) shall not be less than 1.25:1. Equal replacement can be implemented in the following three situations: (1) For internal iron and steel equipment reconstruction projects within the factory area that do not change the type, nominal capacity, quantity, and address of the smelting equipment, equal replacement shall be implemented according to the original equipment's nominal capacity, with no change in production capacity; (2) Electric furnace steelmaking projects using special smelting processes such as electric furnace steelmaking, vacuum consumption, and vacuum induction to produce high-end special steel with characteristics of multiple varieties, small batches, and high technical content; (3) Iron and steel projects constructed in Qinghai and Tibet. The draft also encourages enterprises to utilize scrap steel resources in a high-quality and efficient manner, develop electric furnace steel in an orderly manner, and develop hydrogen metallurgy in regions that are suitable. Existing iron and steel equipment should be transformed with green low-carbon technology.
