On October 23, the person in charge of the Department of E-commerce of the Ministry of Commerce introduced the development of China's e-commerce from January to September 2025. From January to September, the Ministry of Commerce implemented the decision-making arrangements of the Party Central Committee, and China's e-commerce continued to develop healthily, expanding domestic demand, promoting transformation, strengthening cooperation, and helping to promote the construction of a unified national market. According to preliminary calculations by the General Administration of Customs, the import and export volume of cross-border e-commerce increased by 6.4% from January to September, and the retail sales of imported goods monitored by the key monitoring platform of the Ministry of Commerce's big data increased by 8.3%. The 12 institutional open achievements of the "Silk Road E-commerce" cooperation pilot zone, such as cross-border electronic invoice interoperability, are replicated and promoted nationwide.
Online retail continues to stimulate consumer vitality. The Ministry of Commerce and 8 other departments issued the "Guiding Opinions on Vigorously Developing Digital Consumption and Co-creating a Better Life in the Digital Age", held the "Buy in China2025 Digital Consumption Carnival", and organized 6 major e-commerce platforms to release more than 60 measures such as support for quality merchants and appraisal technology upgrades to cultivate the growth momentum of quality e-commerce. According to data from the National Bureau of Statistics, the national online retail sales from January to September increased by 9.8%. Digital products, online services, and instant e-commerce have become highlights. According to monitoring data from the Ministry of Commerce, online sales of digital products such as phones and computers increased by 8.3%, online service consumption increased by 20.2%, and instant e-commerce sales increased by 24.3%.
Industrial e-commerce promotes the intelligent transformation of industries. The "Digital Commerce Boosts Agriculture" project has been implemented in Guangxi, Sichuan, Ningxia, Shandong, and other places, deepening the cooperation between e-commerce platforms and Shenzhen Agricultural Power Group enterprises and farmer cooperatives. According to the monitoring data of the Ministry of Commerce, the online sales of Shenzhen Agricultural Power Group increased by 9.6% from January to September. Guidance has been provided to local governments and platforms to conduct over 350 industrial e-commerce matchmaking events, and the transaction volume of electronic products and textile industry e-commerce on key monitoring platforms increased by 8.7% and 5.2% respectively from January to September.
International e-commerce cooperation enhances the resilience of economic and trade relations. The Ministry of Commerce has conducted more than 25 themed events under the "Silk Road E-commerce Benefits Global" initiative, and during the fourth China International Import Expo, it held the "Silk Road E-commerce Day" and the "Silk Road E-commerce" cooperation resource matchmaking meeting, attracting over 500 international representatives from government, industry, academia, and research institutions. The first meeting of the liaison officer of partner countries of the first-time e-commerce cooperation mechanism saw the participation of 23 countries.
