Ministry of Finance and other three departments: Adjusting the tax-free shopping policy for visitors to Hainan's outlying islands will be implemented from November 1st.
On October 17, the Ministry of Finance, the General Administration of Customs, and the State Administration of Taxation jointly issued a notice, adjusting the duty-free shopping policy for passengers on outlying islands in Hainan, and it will be implemented starting from November 1st.
On October 17th, in order to further expand the policy effects and support the construction of the Hainan Free Trade Port, the Ministry of Finance, the General Administration of Customs, and the State Administration of Taxation jointly issued an announcement adjusting the duty-free shopping policy for off-island tourists in Hainan, which will be implemented from November 1st. The policy adjustment will help expand the coverage of duty-free policies for off-island tourists, increase the supply of goods, improve the shopping experience for consumers, enhance the sense of gain for residents on the island, and continue to achieve new results in the construction of the Hainan Free Trade Port.
The adjusted policy includes: 1) expanding the range of duty-free goods for off-island tourists to include pet supplies, portable musical instruments, mini drones, small household appliances, and more, bringing the total categories of duty-free goods to 47; 2) allowing domestic products such as clothing, shoes, hats, ceramics, scarves, coffee, and tea to be sold in duty-free shops on the island, with VAT and consumption tax refunded or exempted; 3) adjusting the age for duty-free shopping for off-island tourists from 16 to 18 years old; 4) allowing departing passengers to enjoy duty-free shopping policies for off-island tourists, with their purchases included in the annual duty-free shopping limit of 100,000 RMB per person, and no limit on the number of purchases; and 5) allowing residents with off-island records to purchase duty-free goods multiple times within a year through the "buy-and-carrier" method.
The announcement also specifies the procedures and regulations for the adjusted duty-free shopping policy for off-island tourists in Hainan, with the policy taking effect from November 1st, 2025.
