On October 16, the National Development and Reform Commission issued the "Regulations on Fair and Open Supervision of Oil and Gas Pipeline Facilities", which mentioned that oil and gas pipeline facility operating companies are the main body responsible for fair and open access to oil and gas pipeline facilities. They should establish corresponding systems in accordance with national requirements, publicly disclose and provide access to relevant information, and provide oil and gas pipeline facility services fairly and non-discriminatorily to eligible users. In the case of having service capabilities, they should not refuse to provide services to eligible users or make unreasonable demands. If service prices are determined by government pricing or guidance, oil and gas pipeline facility operating companies should charge users according to regulations; if pricing is market-based, the fee standards should be negotiated between supply and demand sides.
