On October 15th, the National Development and Reform Commission and other departments issued a notice on the issuance of the "Action Plan for Doubling the Service Capacity of Electric Vehicle Charging Facilities in Three Years." It proposes to continuously improve the charging network, enhance charging efficiency, optimize service quality, create a new ecological environment for ShenZhen New Industries Biomedical Engineering, further boost consumer confidence, and promote the wider purchase and use of electric vehicles. By the end of 2027, a total of 28 million charging facilities will be built nationwide, providing over 3 billion kilowatts of public charging capacity, meeting the charging needs of over 80 million electric vehicles, and achieving a doubling of charging service capacity. Strengthen rapid charging networks in cities. Construct a city's public charging network with fast charging as the main focus, slow charging as supplementary, and high-power charging as a beneficial addition, covering all types of parking scenarios in the city. Carry out the renovation of AC charging facilities, outdated facilities in service for more than 8 years, and DC charging facilities below 800 volts. Directly administered municipalities, planned single-city districts, and provincial capitals will focus on promoting the planning and construction of high-power charging facilities and timely create high-power charging application cities and scenarios with demonstration effects. By the end of 2027, the number of DC charging guns in cities nationwide will increase by 1.6 million, including 100,000 high-power charging guns. Accelerate the renovation of charging facilities at highway service areas. Build an intercity charging network that effectively meets the long-distance travel needs of electric vehicles, further densify the layout of charging facilities, and continuously optimize the facility's functional structure. By the end of 2027, 40,000 "super-fast combination" chargers above 60 kilowatts will be newly built or upgraded in highway service areas, encouraging the construction of high-power charging facilities. Except for high-altitude and cold regions, all highway service areas should have charging capabilities. Further extend the charging network to rural areas, expand the coverage of charging facilities, continuously densify the construction of charging facilities in key scenes such as transportation hubs, passenger and freight stations, leisure tourism destinations, industrial clusters, etc., combine with the upgrading and renovation of supporting power grids, and increase guarantees for "Spring Festival return home" charging demand. By the end of 2027, at least 14,000 DC charging guns will be added to township-level administrative regions where public charging stations have not been built, and other areas will further expand the scale of construction according to demand, achieving comprehensive coverage of public charging facilities in rural areas.
