Four new development areas are in the construction stage, involving a land area of nearly 900 hectares. In the coming years, the output of land and housing in the northern urban areas will increase significantly. Using the example of the new area developed by Shanghai Lingang Holdings, she mentioned that they implemented institutional innovation and attracted high-end talents through optimizing education and medical facilities. The government will also formulate "preferential policy packages" in the northern urban areas to promote industry and investment and encourage businesses to set up operations in Hong Kong. Ning Hanhao mentioned that the planning for the northern urban areas has been basically completed, and projects have been started. The northern urban areas have entered a new phase, accelerating development and attracting businesses to participate and invest. She stated that the Policy Address proposed simplifying administrative measures and setting up exclusive legislation for the northern urban areas, hoping to accelerate development and attract industries with innovative thinking. She pointed out that the northern urban areas will provide over 3,000 hectares of new development land. With the geographical advantage of being adjacent to Guangdong Province, the newly developed land will be used for key development in innovation, technology, education, and high-end industries. It is hoped that the northern urban areas will become a platform for deepening cooperation between Hong Kong and other cities in the Guangdong-Hong Kong-Macao Greater Bay Area.
