On the morning of October 11, 2025, the Shanghai Municipal Government Information Office held a special press conference, with Qu Wei, Deputy Director of the Municipal Science and Technology Commission, in conjunction with Qiu Wenjin, Deputy Director of the Municipal Development and Reform Commission, Qiu Wei, Chief Engineer of the Municipal Economic and Information Commission, and Li Hui, Deputy District Mayor of Pudong New Area, to jointly interpret the "Several Measures to Accelerate the Promotion of Frontier Technology Innovation and Future Industry Incubation". As a key action for Shanghai to implement the national decision of "Developing New Productive Forces and Promoting Future Industrial Innovation Development", the introduction of the "Several Measures" is a deepening of previous work Shanghai has previously released special cultivation plans in the fields of brain-computer interface, quantum computing, silicon photonics, etc., established a wide-bandgap semiconductor concept verification platform, established a 15-billion-yuan future industry fund, and set up 12 high-quality incubators. It is also a systematic planning for the future. The plan specifies the goal of "breaking through cutting-edge disruptive technologies and nurturing around 20 ecological leading enterprises" by 2027, and the goal of "building a globally influential future industrial leading area" by 2030, providing specific pathways in six dimensions including domain focus, technological support, and enterprise incubation. Several Measures to Accelerate the Promotion of Frontier Technology Innovation and Future Industry Incubation
In order to accelerate the innovation of frontier technologies and the incubation of future industries, and to create an outstanding innovative capacity and strong radiating future industrial cluster, Shanghai will be developed into a globally influential leading area for future industries. The following measures are formulated:
1. Focus on key development areas
Around future manufacturing, future information, future materials, future energy, future space, and future health, combined with industrial foundation and resource endowment, reasonably plan and accurately cultivate future industries. Develop and expand areas such as cell and gene therapy, brain-computer interface, biomanufacturing, and embodied intelligence, focusing on supporting cost reduction, enhancing accessibility, constructing industrial ecosystem, accelerating product engineering, and industrialization. Accelerate the cultivation of fourth-generation semiconductors, silicon-based optoelectronics, sixth-generation mobile communication, neuromorphic intelligence, and other areas, focusing on optimizing product design, expanding application scenarios, validating market value, and speeding up prototype or sample research. Speed up the layout in the fields of quantum technology, controlled nuclear fusion, regenerative medicine, etc., focusing on supporting tackling technical challenges, converging technical routes, and conducting research and development of products or feasibility verification of technical solutions.
2. Strengthen support for key links
(a) Accelerate breakthroughs in disruptive frontier technologies. Grasp the global trends in scientific innovation and industrial development, focus on high-risk, high-value major scientific issues, accelerate the layout and implementation of special projects for cutting-edge disruptive technologies. Establish a non-consensus project screening mechanism and increase support for cross-disciplinary technology cross-integration innovation. Based on project management teams, support globally top scientists and entrepreneurs with core intellectual property to conduct research on cutting-edge disruptive technologies in Shanghai.
(b) Strengthen key core technology breakthroughs. Support project management teams to be product-oriented, develop cultivation plans and task lists around key areas, organize joint efforts from national strategic scientific and technological forces, scientific and technological innovation enterprises, and other multi-force entities to conduct joint research, implement "milestone" style full-life-cycle project management and dynamic optimization adjustment mechanism. Area research layout city-level major science and technology projects, give support through direct subsidies, capital injections, and other means.
(c) Accelerate the incubation and transformation of innovation achievements. Support the construction and operation of high-quality incubators, with a maximum support of 20 million yuan according to regulations. Support high-quality incubators to cooperate with universities, research institutions, and technology companies, strengthen professional service capabilities, improve functional service systems, and establish concept verification funds. Support the construction of professional service platforms such as concept verification platforms, pilot platforms, and common technology research and development platforms, with a maximum support of 30 million yuan according to regulations.
3. Stimulate enterprise innovation vitality
(d) Cultivate and strengthen technological innovation enterprises. Support leading ecological technological enterprises in the future industrial ecology planning new tracks and accelerate investment and incubation of future industrial innovation entities. Focus on key development areas, and provide special support to ecological leading technological enterprises with large innovation inputs, strong industry influence, and significant leading effects according to regulations. Support technological innovation enterprises to increase basic research investment, strengthen technology reserves, and provide a one-time subsidy of up to 10 million yuan according to regulations.
(e) Optimize the growth ecosystem of technology enterprises. Build a gradient cultivation system for future industrial innovation enterprises covering start-up, growth, and mature periods, accelerate the introduction and cultivation of a group of technology enterprises with core technology and innovation capabilities, support the cultivation and growth of technology-based small and medium-sized enterprises, specialized new small and medium-sized enterprises, high-growth technology companies, and high-tech enterprises. Provide a one-time reward of up to 500,000 yuan according to regulations for enterprises that meet the conditions for "small to large" and "upgrade". Support enterprises with increased research and development expenses, expanded research and development and production scale, and transformation of new technologies and products.
4. Build a highland of industrial clusters
(f) Build future industrial agglomeration areas. According to the development potential and scale of key areas, the city and districts will work together to build key future industrial agglomeration areas with highly concentrated industrial elements, efficient and close industrial interaction, complete innovative ecosystem, advanced infrastructure, and complete governance system. For the main bodies constructing future industrial aggregation areas that meet the conditions, a maximum support of 20 million yuan will be provided according to regulations. Support the construction of internationally influential academic-industry exchange and events in key development areas. Support scientific and technological innovation enterprises or institutions to hold industry-influential future industry innovation and entrepreneurship activities, participate in or organize overseas important exhibitions, and provide financial support of up to 50% of related expenses according to regulations for enterprises or institutions that meet the requirements.
(g) Create a national-level future industrial leading zone. Based on the construction of future industrial aggregation areas, planning and creating a national-level future industrial leading zone. Support the region in the leading area to focus on the development direction of future industries, formulate special policies suitable for industrial development, and provide support in industrial fund establishment, key technology breakthroughs, major project implementation, and core talent introduction. Support each district to explore a distinctive future industrial development model, accelerate the introduction and cultivation of high-level future industrial innovation teams, build high-energy innovation platforms, and produce strategic technological achievements helpful in forming future competitive advantages.
5. Optimize core element protection
(h) Accelerate the application of innovative products. In government procurement, adopt measures such as mandatory procurement, priority procurement, first-purchase ordering, and demand standard issuance in accordance with laws and regulations, support the large-scale application of innovative products in various fields, and promote the application and iterative upgrade of innovative products. Increase support for the future industry in the first installation, first batch, and first version policies, providing support of up to 30% of the contract amount or a maximum of 20 million yuan for innovative products that meet the requirements.
(i) Strengthen application scenario traction. Promote the development and opening of trial verification scenarios, demonstration application scenarios, and large-scale commercial application scenarios by various entities, to facilitate the future technology iterative upgrade, product maturity, and business innovation development through scenario application, and actively design and plan high-value future industrial major application scenarios based on major scientific and technological tasks and key projects. Support innovation entities to jointly build future industry exemplary application scenarios with government departments, enterprises, research institutions, establish key application scenario construction tasks, and provide a maximum support of 8 million yuan according to regulations for scenarios that meet the conditions.
(j) Strengthen multi-level financial support. Utilize the leverage effect and guidance role of fiscal funds, accelerate the construction of a multi-input system guided by government investment, led by corporate investment, and supported by financial institutions. Use the future industry fund as guidance, adopt the "direct investment + sub-fund investment" model, build an investment and incubation ecosystem suitable for cutting-edge disruptive technological innovation, optimize investment layout and resource allocation through linkage with project management teams. Continuously optimize financial support policies for financing listing, premium subsidies, and loan interest subsidies, strengthen full-cycle and diversified financial support for the cultivation of future industrial innovative enterprises, and support technology enterprises that have made breakthroughs in core technologies to raise funds through listing.
(k) Improve talent introduction, cultivation, and incentives. Introduce and cultivate a multi-level talent team, create an "open innovation community" and "entrepreneur alliance" for scientists, entrepreneurs, and investors, to establish a multi-level communication network. Support young scientists in incubating and transforming research results, promote talent exchange between domestic and foreign institutions, and enhance innovation capabilities. Support high-quality future industrial enterprises to be included in the key institutions for talent introduction in Shanghai. Provide a maximum support of 500,000 yuan according to regulations for core research and development personnel in key areas of future industries.
(l) Encourage global innovation cooperation. Support the establishment of international innovation alliances for key future industrial sectors, actively participate in international governance rules and international standard setting. Support the research and formulation of international standards, intellectual property rights, and other projects with industry influence, providing a maximum support of 2 million yuan according to regulations for projects that meet the requirements. Support local companies, research institutions, incubators, and other entities to deeply participate in the global division of labor in future industries. Support multinational companies, foreign institutions, etc., to establish cutting-edge technology innovation centers in Shanghai.
6. Construct a dynamic cultivation system
(n) Establish a dynamic identification, evaluation, and adjustment mechanism. Build on the Science and Technology Strategic Decision Advisory Committee and expert groups in key areas, regularly predict and judge the key directions of future industrial development, provide strategic consultation and suggestions on a regular basis. Continuously scan global advances in frontier science and technology, monitor and evaluate the trends of future industrial development, identify and select key points for future industrial development, select and optimize technology routes, and adjust and optimize strategic layout in a timely manner.
(o) Establish a "four-in-one" cultivation mechanism. Build a "four-in-one" future industrial cultivation mechanism focusing on project manager teams' responsibilities, breakthroughs in key task lists, empowerment of future industrial funds, and support of future industrial aggregation areas. The Municipal Science and Technology Commission and other departments establish project management teams, implement project manager-centric full life-cycle project management mechanisms, support project management teams to construct precise and efficient and synergistic industrial policy toolboxes based on the needs of future industrial technology innovation and development, establish key task lists around landmark products, industrial chain guarantees, major project investments, major platform construction, key talent introductions, reform measures, etc., construct an industrial ecosystem network guided by the future industry fund, strengthen the spatial layout with the future industrial aggregation area at its core, and promote the development of industrial clusters.
(p) Strengthen overall coordination. The Municipal Science and Technology Commission, together with the Municipal Development and Reform Commission, the Municipal Economic Informationization Commission, the Municipal Finance Bureau, the Municipal Education Commission, the Municipal State-owned Assets Supervision and Administration Commission, the Municipal Human Resources Bureau, the Municipal Planning and Natural Resources Bureau, Shanghai International Investment Co., Ltd., and other departments and units, work together according to their division of functions to promote the incubation of future industries. Explore and establish a sandbox regulatory system, accelerate the reform and innovation of the regulatory system for future industries to encourage innovation, flexibility, and inclusiveness. Establish and improve mechanisms for the development of future industries and the relay cultivation and promotion of strategic emerging industries.
This measure shall be implemented from September 26, 2025, and shall be valid until September 25, 2030. In case of overlap with other municipal policies, the principle of "the superior prevails, the higher applies, and no repetition" shall be followed in implementation.
