On October 9th, the spokesperson of the Ministry of Commerce answered questions from reporters about the implementation of export control on superhard materials and other related items. The spokesperson of the Ministry of Commerce stated that in accordance with the relevant laws and regulations such as the Export Control Law of the People's Republic of China, on October 9th, the Ministry of Commerce, together with the General Administration of Customs, issued a notice on the implementation of export control measures on superhard materials, rare earth equipment and raw materials, holmium and other 5 kinds of medium and heavy rare earths, lithium batteries, and artificial graphite negative electrode materials. This measure will officially take effect on November 8th. Prior to this, relevant countries and regions have been notified. The items listed this time have obvious dual-use attributes, and China's implementation of export control measures in accordance with the law and regulations is in line with international practices, better safeguarding national security and interests, and fulfilling international obligations such as non-proliferation. The Chinese government is willing to work together with other countries to maintain the stability and smooth operation of the global supply chain. The measures are not targeted at any specific country or region, and for legitimate and compliant export applications, approval will be granted after review.
