On October 9th, the Ministry of Commerce and the General Administration of Customs issued a notice announcing the decision to implement export controls on items related to lithium batteries and artificial graphite anode materials. In accordance with the relevant provisions of the Export Control Law of the People's Republic of China, the Foreign Trade Law of the People's Republic of China, the Customs Law of the People's Republic of China, and the Regulations on the Export Control of Dual-Use Items of the People's Republic of China, and to maintain national security and interests, fulfill international obligations in non-proliferation, and with the approval of the State Council, it has been decided to implement export controls on items related to lithium batteries, positive electrode materials, and graphite anode materials. The notice will come into effect on November 8, 2025. The List of Dual-Use Items for Export Control of the People's Republic of China will be updated simultaneously.

According to the relevant provisions of the Export Control Law of the People's Republic of China, the Foreign Trade Law of the People's Republic of China, the Customs Law of the People's Republic of China, and the Regulations on the Export Control of Dual-Use Items of the People's Republic of China, and to maintain national security and interests, fulfill international obligations in non-proliferation, and with the approval of the State Council, the following items will be subject to export control:
1. Items related to lithium batteries
- Rechargeable lithium-ion batteries with a specific energy density greater than or equal to 300 Wh/kg (including battery cells and battery packs) (Customs tariff number: 85076000).
- Equipment used for manufacturing rechargeable lithium-ion batteries:
1. Winding machines;
2. Stacking machines;
3. Injection machines;
4. Hot pressing machines;
5. Formation capacity systems;
6. Capacity cabinets.
- Technologies used in the production of controlled items under 3A001.
2. Items related to positive electrode materials
- Lithium iron phosphate positive electrode materials with a compacted density equal to or greater than 2.5 g/cm3 and a specific capacity of equal to or greater than 156 mAh/g (Customs tariff number: 28429040).
- Precursor materials for ternary positive electrode materials:
a. Nickel cobalt manganese hydroxide (Customs tariff number: 28539030);
b. Nickel cobalt aluminum hydroxide (Customs tariff number: 28539050).
- Lithium-rich manganese-based positive electrode materials.
- Equipment used for manufacturing positive electrode materials for rechargeable lithium-ion batteries:
1. Roller kilns;
2. High-speed mixers;
3. Sand mills;
4. Air jet mills.
3. Items related to graphite anode materials
- Artificial graphite anode materials.
- Blended negative electrode materials composed of artificial graphite and natural graphite.
- Equipment for granulation processes of graphite anode materials:
a. Vertical granulating furnace with a granulation capacity equal to or greater than 5 m3;
b. Continuous granulation furnace with a granulation capacity equal to or greater than 5 m3.
- Equipment for graphitization of graphite anode materials:
a. Box furnaces;
b. Acheson furnaces;
c. Inner heating chamber furnaces;
d. Continuous graphitization furnaces.
- Equipment for coating and modification of graphite anode materials:
a. Fusion coating equipment with a volume greater than 300 L;
b. Spray drying equipment with a volume greater t
