It will be officially implemented from January 1, 2026.
On September 26, the Ministry of Commerce announced that in order to promote the healthy development of the trade of new energy vehicles, in accordance with the relevant provisions of the Foreign Trade Law of the People's Republic of China, the Ministry of Commerce, the Ministry of Industry and Information Technology, the General Administration of Customs, and the State Administration for Market Regulation have decided to implement export license management for pure electric passenger cars. It will be officially implemented from January 1, 2026.

Announcement on the Implementation of Export License Management for Pure Electric Passenger Cars
In order to promote the healthy development of the trade of new energy vehicles, in accordance with the relevant provisions of the Foreign Trade Law of the People's Republic of China, the Ministry of Commerce, the Ministry of Industry and Information Technology, the General Administration of Customs, and the State Administration for Market Regulation have decided to implement export license management for pure electric passenger cars. The relevant details are announced as follows:
1. Export license management will be implemented for other passenger vehicles with vehicle identification codes (VIN codes) containing only electric motors (refer to customs commodity number 8703801090).
2. The conditions for enterprises to declare export qualifications, management methods, declaration procedures, application and issuance of export licenses, etc., shall be implemented in accordance with the relevant provisions of the Ministry of Commerce, the Ministry of Industry and Information Technology, the General Administration of Customs, the former General Administration of Quality Supervision, Inspection and Quarantine, and the former State Administration of Certification and Accreditation in the "Notice on Further Regulating the Export Order of Automobiles and Motorcycles" (Shang Chan Fa [2012] No. 318). Customs inspections for the export of pure electric passenger cars will be based on the current effective list of inspected import and export commodities.
3. This announcement will be officially implemented from January 1, 2026.
