This extension is aimed at allowing TikTok and American investors more time to complete the transfer of ownership. The ban stems from the "Protecting Americans from Foreign Adversaries Exploiting TikTok Act" passed by Congress in April 2024, signed by former President Biden. The act stipulates that the ban can be temporarily suspended during negotiations and finalization of details if a qualified asset divestiture transaction is underway. US Treasury Secretary Benson revealed on Monday that China and the US have reached a commercial agreement to transfer TikTok's US operations to US investors. According to foreign media reports, the proposed plan involves a consortium of investors including tech company Oracle Corporation (ORCL.US), private equity firm Silver Lake Partners, and venture capital firm Andreessen Horowitz jointly controlling TikTok's US operations. Oracle Corporation will be responsible for processing user data at its facilities in Texas to ensure the data stays within the US. Sources revealed that the new operating entity will be owned approximately 80% by US investors, with ByteDance and other Chinese shareholders holding the remaining stake. The new company's board of directors will primarily consist of American members, with one director appointed by the US government. Meanwhile, existing US TikTok users will be required to migrate to the new app currently being tested by TikTok. As for the core algorithm, the new company will reconstruct the content recommendation system using technology licensed by ByteDance.
