Xinhua Commentary: Rational dialogue is in the interests of both China and the United States.

The two-day China-US economic and trade talks concluded on the 15th in Madrid, Spain. The two sides' teams reached a basic framework consensus on resolving the TikTok issue, reducing investment barriers, and promoting relevant economic and trade cooperation in a cooperative manner.
The two-day China-US economic and trade talks came to a close on the 15th in Madrid, Spain. Under the strategic guidance of important consensus reached by the leaders of the two countries through phone calls, the two teams engaged in candid, in-depth, and constructive communications and reached a basic framework consensus on resolving the TikTok issue, reducing investment barriers, and promoting relevant economic and trade cooperation in a cooperative manner. This achievement was hard-won and marks the continuation of the positive momentum from previous rounds of talks, once again reaching consensus through rational dialogue, which is in line with the interests of both sides. China's position on the TikTok issue is clear and consistent: resolutely opposing the politicization, instrumentalization, and weaponization of technology and economic issues, and resolutely safeguarding the national interests and legitimate rights and interests of overseas Chinese-funded enterprises. In the negotiations, China has firmly conveyed its principled stance to the US. It is through China's principled arguments and demonstrated resilience that it has made it clear to the US that extreme pressure and coercion tactics against China will not work, and any attempt to harm China's national sovereignty, security, development interests, and the legitimate rights and interests of enterprises is doomed to fail. In the Madrid talks, China reiterated once again that it will never seek to reach any agreement at the expense of its principles, the interests of enterprises, and international fairness and justice. China will firmly safeguard national interests and the legitimate rights and interests of Chinese-funded enterprises and conduct technology export approvals lawfully and in compliance with regulations. At the same time, the Chinese government fully respects the will of enterprises and supports enterprises in conducting equal commercial negotiations on the basis of market principles. China-US economic and trade negotiations must always adhere to the basic principles of mutual respect, peaceful coexistence, and win-win cooperation. China has agreed to reach relevant understandings with the US after assessing and judging that these understandings are in line with the interests of both sides. In the talks, the US also expressed its willingness to work with China to reduce investment barriers and promote relevant economic and trade cooperation. This once again proves that following the correct principles of dialogue can lead to win-win results in more and more fields. The results of the talks were hard-won, but the foundation is not yet stable. After a series of economic and trade negotiations between China and the US, the US is constantly expanding sanctions on Chinese entities. The US is generalizing national security and expanding the sanctions list against Chinese entities. This is a typical act of unilateral bullying, which goes against international law and basic norms of international relations. China firmly opposes this and has raised serious concerns with the US during the talks. If China's interests are substantively harmed, China has ample means and tools to retaliate. The results of the talks need to be jointly maintained by both parties; the US cannot expect China to address its concerns while continuing to suppress Chinese companies. This contradictory approach will only seriously damage the atmosphere of cooperation and erode the hard-won results of dialogue. Looking back over the past few months, from Geneva to London, to Stockholm, and Madrid, China and the US economic and trade teams have held multiple rounds of talks, moving in the right direction of solving problems through dialogue and consultation. The Madrid talks incorporated the TikTok issue and reached a basic framework consensus, once again highlighting the value and power of dialogue. As two major countries in different stages of development and with different economic systems, it is normal for China and the US to have differences and friction in economic and trade cooperation. The key is whether they can respect each other's core interests and major concerns and find solutions through dialogue and consultation. The essence of China-US economic and trade relations is mutual benefit and win-win cooperation, where "cooperation brings benefits to both sides, while confrontation hurts both." It is hoped that the US can take the basic framework consensus reached in this round of talks as a new starting point, work with China towards the same direction, show sincerity and take practical actions to quickly lift restrictions on China, stop suppressing Chinese companies, and jointly maintain the hard-won results of the talks. Based on this, both sides should continue to implement the important consensus of the two leaders, fully utilize the China-US economic and trade negotiation mechanism, constantly increase consensus, resolve differences, and promote China-US economic and trade relations back to a healthy, stable, and sustainable development track.
