On September 16, the World Intellectual Property Organization released the Global Innovation Index 2025. Hong Kong ranked up three places to 15th out of 139 economies globally, and maintained its position as the 5th in Asia. A spokesperson for the Hong Kong government expressed pleasure at the progress seen in the Innovation Index, where Hong Kong achieved leading rankings in multiple pillars, demonstrating its strong conditions for innovation. The government emphasized that accelerating innovation and technology development is a key focus, and will continue to enhance the innovation ecosystem to attract global resources and talents, striving to develop Hong Kong into an international innovation center. In the Innovation Index, Hong Kong rose to 8th globally in "Innovation Input" and jumped nine places to 22nd in "Innovation Output." Hong Kong's scores in the five pillars of "Innovation Input" were higher than the average of high-income economies, with "Market Sophistication" ranking second globally and "Institutions" ranking eighth globally. In various areas, Hong Kong ranked in the top ten globally, including "Higher Education" (third), "Knowledge Absorption" (fifth), "Information and Communication Technology" (sixth), "Institutional Environment" (ninth), and "Investment" (ninth). The data also showed a continuous increase in Hong Kong's R&D spending and number of researchers. In the "Innovation Output" pillar, Hong Kong's rankings in "Knowledge and Technology Output" jumped 28 places to 30th, while the "Creative Output" pillar ranked 17th globally, with the "Creative Products and Services" sub-pillar ranking in the top ten globally. The data also showed a continuous increase in the number of patents and output of high-tech manufacturing in Hong Kong.
