The Hong Kong General Chamber of Commerce has put forward 80 proposals to the SAR government on the "Policy Address", including deepening cooperation in the Greater Bay Area and enhancing industrial development advantages.
The Chief Executive of the Hong Kong Special Administrative Region, Carrie Lam, is about to issue a new policy address. The Hong Kong Chinese General Chamber of Commerce (CGCC) submitted a list of specific suggestions in eight categories to the government last month, including expediting the development of the Northern Metropolis Area, deepening cooperation with the Greater Bay Area, enhancing industrial development advantages, and strengthening collaboration with the mainland to expand overseas markets.
The Chief Executive of the Hong Kong Special Administrative Region, John Lee Ka-chiu, is about to deliver a new "Policy Address." The Hong Kong General Chamber of Commerce (CGCC) submitted a proposal to the SAR government a month ago, putting forward 80 specific recommendations in 8 major areas including accelerating the development of the Northern Metropolis Area, deepening cooperation with the Greater Bay Area, enhancing industrial development advantages, and strengthening cooperation with the mainland to expand overseas markets.
CGCC President Tse Kwun-sang pointed out that with the world undergoing unprecedented changes, Hong Kong must consider how to further consolidate its role as a super connector between the mainland and the international community in a complex and ever-changing global political and economic environment. It should strategically align with the 14th Five-Year Plan, strengthen cooperation with mainland industries to explore new opportunities in ASEAN, the Middle East, and the Belt and Road Initiative markets, to fully leverage Hong Kong's advantage of connecting internally and externally.
CGCC believes that the new "Policy Address" should propose diversified policy support measures to assist businesses in actively integrating into the national development, especially by actively participating in the development of the Guangdong-Hong Kong-Macao Greater Bay Area and promoting the accelerated development of the Northern Metropolis Area, transforming it into a new engine connecting the Greater Bay Area and other mainland markets.
The "Policy Address" should establish a flexible development mechanism, strengthen leading development of the North Metropolis Area, and adopt an industrial park development model to attract mainland enterprises and funding, accelerating the implementation of scientific and technological innovation projects. The government also plans to allocate more resources to expand the development of the Northern Metropolis University Education City, inviting top universities at home and abroad to establish joint colleges or laboratories, carry out in-depth industry-academia-research cooperation, and build an integrated international education, scientific research, and industrial innovation hub to form a complete innovation and entrepreneurship ecosystem.
The "Policy Address" should also strengthen support for Hong Kong's advantageous industries and emerging industries with development potential, enhancing development momentum in all aspects to improve the attractiveness of Hong Kong's economy and business environment, and make deployment for international market connection.
Tse Kwun-sang pointed out that Hong Kong successfully held the first World Brand Conference, laying a crucial foundation for promoting brands to go global. The SAR government should actively promote the development of an international brand center in Hong Kong, adding value to brands and becoming the ninth core function in the long run. Leveraging Hong Kong's leading positions in brand design, marketing, conventions, legal services, and finance, it should assist Hong Kong and mainland brands to go global.
The "Policy Address" should promote the improvement of overseas warehouse policies for cross-border e-commerce, cooperate with mainland customs to establish a green channel for cross-border logistics, support the industry in Hong Kong to strengthen cooperation with mainland enterprises in holding exhibitions, promote products globally, establish authoritative and fair brand certification and intellectual property protection mechanisms, and collaborate with major business chambers, local and foreign enterprises in Hong Kong to jointly host world brand conferences.
In addition, the SAR government could consider setting up a dedicated Hong Kong International Organization Liaison Office to communicate and coordinate with international organizations, providing convenience and support for their activities in Hong Kong, and subsidizing rental and equipment expenses for hosting large international organization events in Hong Kong.
To stimulate local consumption, CGCC suggested that the government could consider issuing dining vouchers to citizens for a year, and reopening street food stalls to support the development of the local catering industry. The SAR government could also consider establishing a special tourism development fund for international market promotion, encouraging the development of business + leisure, business + family, and other tourism products, and jointly developing multi-stop tourism products with mainland cities in the Greater Bay Area to attract tourists to increase consumption in Hong Kong.
