Hong Kong SAR Government: Actively promoting high-level interconnection and intercommunication among Guangdong, Hong Kong and Macao, continuously deepening the alignment of rules and mechanisms among the three regions.
On August 26, the Secretary for Constitutional and Mainland Affairs of Hong Kong, Erick Tsang Kwok-wai, stated during the attendance of the "2025 Guangdong-Hong Kong-Macao Greater Bay Area New Quality Productivity and High-Quality Development Achievements Exhibition" that Hong Kong will actively promote high-level interconnection between Guangdong, Hong Kong, and Macao, and continuously deepen the alignment of rules and mechanisms among the three regions, striving for more policies that benefit Hong Kong residents, and promote the integrated development of the Greater Bay Area.
On August 26, the Secretary for Constitutional and Mainland Affairs of Hong Kong, Nip Tak-kuen, stated at the "2025 Guangdong-Hong Kong-Macao Greater Bay Area New Quality Productivity and High-Quality Development Achievement Exhibition" that Hong Kong will actively promote high-level connectivity and deepen rules and mechanisms coordination with Guangdong and Macao, striving for more policies that benefit Hong Kong residents and promote the integrated development of the Bay Area. At the same time, Hong Kong will continue to leverage its unique advantages of being backed by the motherland and connecting with the world, introducing innovative and world-class management concepts and practices into the Bay Area to radiate throughout the country, and helping the country deepen reform and further open up to the world at a high level. This will meet the country's new strategic positioning requirements for the Greater Bay Area and make new and greater contributions to the country's efforts to become stronger, the rejuvenation of the nation, and the long-term prosperity and development of Hong Kong.
Nip Tak-kuen mentioned that with the full support of the central government, the Hong Kong Special Administrative Region complemented other cities in the Greater Bay Area, closely cooperated, and jointly built a high-quality development in the Bay Area. Hong Kong's institutional advantage of "One Country, Two Systems," highly legal, market-oriented, and international business environment makes it the only world-class city that combines Chinese and international advantages, capable of playing a role as a "super connector" and "super value-adding person" in the mainland and global markets, making a significant dual-directional platform role in the Bay Area development.
With the strong support of the central government and the joint efforts of Guangdong, Hong Kong, and Macao, the construction of the Bay Area has yielded fruitful results. Various successful policies have greatly promoted the integration and high-quality development of the Bay Area, such as facilitating cross-boundary personnel movement, launching plans like "Hong Kong-registered vehicles going to the north" and talent exchange programs, as well as youth innovation and entrepreneurship plans in the Bay Area. These initiatives have been well received. Additionally, legal professional exams in the Bay Area, record-filing systems for construction professionals, and initiatives like "Hong Kong capital, Hong Kong law, Hong Kong arbitration" facilitate Hong Kong's professional services in exploring the mainland Chinese market in the Bay Area.
In terms of promoting logistics development, the Airport Authority of Hong Kong and Dongguan have jointly promoted "sea-air cargo intermodal transport", significantly improving the efficiency of cross-border air cargo transit, while the participation of the Airport Authority of Hong Kong in Zhuhai Airport under market-driven rules has also promoted cooperation and development of high-end aviation industries in the two areas.
In terms of financial market connectivity, the steadily developing "Cross-border Wealth Management Connect" has created new opportunities for financial institutions in the three regions and helped further open up the mainland financial market. Issuance of offshore RMB bonds by the Shenzhen municipal government and Guangdong provincial government in Hong Kong has further solidified Hong Kong's position as the global hub for offshore RMB business.
These are typical examples of the efforts made in promoting rules and mechanisms coordination in the Greater Bay Area. In fact, the scope of integration and cooperation in the Bay Area is vast, with numerous collaborative projects, including "cross-border payment channel," "Hong Kong-Macao pharmaceutical mutual recognition", "Elderly healthcare voucher Greater Bay Area pilot program", "Guangdong residential care services plan", "Bay Area standards", higher education collaboration, ecological conservation cooperation, and emergency rescue cooperation, among others. These innovative policies are key to promoting high-quality development in the Greater Bay Area and allow Hong Kong enterprises and talents to make the most of opportunities in the Bay Area.
At the same time, in recent years, Hong Kong has actively cultivated and developed its local "new quality productivity" by leading with innovative technology, combining government policies and industry coordination to gradually build a high-quality development pattern unique to Hong Kong. The Hong Kong SAR government has vigorously promoted the construction of the He Tao Hong Kong Park, strengthened the transformation of scientific research achievements, promoted new industrialization, and fully supported start-up companies, successfully promoting the upgrade of multiple industries such as microelectronics, high-end manufacturing, and traditional Chinese medicine technology, accelerating the formation of an innovative ecosystem. These achievements have not only greatly enhanced the competitiveness of Hong Kong's local industries but also injected vigorous energy into the Hong Kong economy, supporting the vigorous development of the national "new quality productivity".
