Harbin Bank lands the first "Heilongjiang Green Carbon Pledge Loan" project in Heilongjiang Province.
Recently, under the guidance of the People's Bank of China Heilongjiang Branch, Heilongjiang Forestry and Grassland Bureau, and relevant government departments, HARBIN BANK Mudanjiang Branch successfully launched the first "Heilongjiang Green Carbon Pledge Loan" project in Heilongjiang Province. With the cooperation of HARBIN BANK's headquarters and various departments such as the Corporate Institutional Finance Department and Inclusive Finance Department, a comprehensive financial service plan was designed based on the industry, operation characteristics, and carbon asset of the enterprise. Taking the Heilongjiang Green Carbon as the pledge target, the bank facilitated the pledge, freeze, and public disclosure of relevant carbon assets at the Heilongjiang Natural and Ecological Resources Trading Center (simultaneously handling the pledge registration process at the China Central Credit Information System for Chattel Financing), ultimately providing a credit of 10 million yuan to the state-owned enterprise "Mudanjiang Xiangshui Agriculture Co., Ltd." in Mudanjiang City, and successfully disbursing the first fund, using the power of finance to bridge the "last mile" of value transformation of forest carbon sequestration ecological resources in Heilongjiang Province.
In recent years, HARBIN BANK has deeply implemented the financial strategy of the "Five Major Articles", comprehensively implementing the concept of green development from various levels and perspectives such as institutional leadership, product system construction, and innovative project implementation. It has successively issued guiding documents such as the "Implementation Plan of HARBIN BANK on the Five Major Articles in Finance" and the "Action Plan for Promoting Green Finance Work of HARBIN BANK". It has innovatively launched various special products such as "New Quality Loan", "Sustainable Development Linked Loan", and "Carbon Emission Rights Pledge Loan". In July 2024, it completed the first transaction of "Heilongjiang Green Carbon" and in January of this year, donated all 20,000 tons of purchased "Heilongjiang Green Carbon" to the Asian Winter Games to help achieve "carbon neutrality". The scale of HARBIN BANK's green loans has increased significantly. As of the end of June 2025, the balance of green loans on the People's Bank's calibre was close to 18 billion yuan, an increase of over 60% since the beginning of the year, ranking first in new additions among 21 banking and financial institutions in the province. The new lending amount ranks second, and indicators such as the number of new borrowers and the total balance rank high. The innovative capabilities and service level of green finance have been highly praised by supervisory authorities and government departments at all levels.
In the future, HARBIN BANK will take the development and trading of the "Heilongjiang Green Carbon" project as an opportunity to cooperate deeply with governments at all levels and related enterprises in the areas of carbon finance and transactions, understory economy, forest and grassland restoration, Heilongjiang's characteristic tourism and health care, etc., providing comprehensive financial services, creating multidimensional economic and social benefits, actively expanding multiple paths for the realization of the ecological product value in Heilongjiang Province, and using the power of finance to shape the new momentum and advantages of green economic development in Heilongjiang.
