China Photovoltaic Industry Association released the "Initiative on Further Strengthening Industry Self-discipline and Maintaining Fair Competition and Survival of the Fittest in the Photovoltaic Market Order".
On August 22, the China Photovoltaic Industry Association issued an "Initiative on Further Strengthening Industry Self-Discipline, Maintaining Fair Competition, and Survival of the Fittest in the Photovoltaic Market Order". The initiative proposes that companies strictly abide by the laws and regulations such as the Price Law of the People's Republic of China, the Anti-Monopoly Law of the People's Republic of China, the Tendering and Bidding Law of the People's Republic of China, and the Anti-Unfair Competition Law of the People's Republic of China, and firmly resist engaging in vicious competition at prices below cost. Power plant enterprises optimize tendering rules, reduce the importance of price, and increase the importance of technical evaluation. Companies should reasonably schedule production according to market supply and demand, strengthen the connection between production and sales, and resolutely oppose blind expansion and production, which worsens the market ecosystem in violation of market economic laws and regulations.

Initiative on Further Strengthening Industry Self-Discipline, Maintaining Fair Competition, and Survival of the Fittest in the Photovoltaic Market Order
The photovoltaic industry is a strategically emerging industry in China with global leading advantages and is an important force in fully implementing the "carbon peak and carbon neutrality" goals. Recently, influenced by various complex factors, the industry has faced prominent supply and demand contradictions and intensified disorderly competition, seriously impeding the high-quality development of the industry. Comprehensive rectification of "internal competition" is related to the overall national and industrial development. The photovoltaic industry will resolutely implement the decisions and arrangements of the Party Central Committee and the State Council, effectively strengthen industry self-discipline, and jointly maintain a fair competition and survival of the fittest market order. The China Photovoltaic Industry Association hereby proposes the following initiatives:
1. Companies strictly abide by the laws and regulations such as the Price Law of the People's Republic of China, the Anti-Monopoly Law of the People's Republic of China, the Tendering and Bidding Law of the People's Republic of China, and the Anti-Unfair Competition Law of the People's Republic of China, and firmly resist engaging in vicious competition at prices below cost. Power plant enterprises optimize tendering rules, reduce the importance of price, and increase the importance of technical evaluation.
2. Companies adhere to the bottom line of quality and safety, strictly implement relevant quality standards, eliminate behaviors such as cutting corners, shoddy work, and false power ratings to sacrifice product performance and reduce product quality.
3. Companies should reasonably schedule production according to market supply and demand, strengthen the connection between production and sales, and resolutely oppose blind expansion and production, which worsens the market ecosystem in violation of market economic laws and regulations.
4. Companies strictly abide by laws and regulations related to the protection of intellectual property rights and do not infringe on the intellectual property rights of others.
5. Adhere to innovation-driven development, shift from homogeneous low-efficiency competition to high-quality and high-level competition.
6. Companies uphold the concept of legal compliance and mutual benefit, reasonably plan overseas investment and market layout, strictly abide by international rules and market order, strengthen international cooperation through technological, service, and brand advantages, and resolutely uphold the good international image of China's photovoltaic industry.
At the same time, we actively call on local governments to strictly implement laws and regulations such as the Anti-Monopoly Law of the People's Republic of China and the Regulation on Fair Competition Review, as well as policy documents related to the construction of a unified national large market, standardize investment promotion behaviors, prevent behaviors that hinder the elimination of excess capacity; testing and certification institutions should improve their own capabilities, strengthen the construction of a integrity system, be fair and impartial, effectively fulfill quality monitoring responsibilities, jointly promote industry integrity management, standardized development, and quality improvement; various media organizations should adhere to the correct political direction and public opinion orientation, do not maliciously hype, distort facts, verify sources from multiple perspectives, report rationally and objectively, and be accurate and precise; financial institutions should strengthen industry confidence, formulate differentiated financial support policies, support the strong, and avoid taking measures such as "one-size-fits-all". With efforts from all parties, jointly create a favorable development environment conducive to the industry entering a virtuous operating track.
We hope that the entire industry will unite, make progress together, promote norms through self-discipline, plan for the long term through responsibility, jointly maintain a healthy and orderly market environment, build a cooperative and win-win ecosystem for the entire industry chain, and embark on a path of high-quality and sustainable development.
