The transcript is as follows: [He Yongqian]: Dear journalists, Good afternoon, welcome to the routine press conference of the Ministry of Commerce. Today, I have no information to report to you. Please go ahead with your questions. [Southern Metropolis Daily Reporter]: We noticed that the "Empowering E-commerce, Driving Rural Areas" 2025 Rural E-commerce High-Quality Development Exchange event was successfully held this morning. What are the highlights of this event? What achievements has the Ministry of Commerce made in promoting high-quality development of rural e-commerce? [He Yongqian]: Developing rural e-commerce, innovating business models, is an important measure to build a modern rural circulation system and a powerful lever to increase farmers' incomes. The Ministry of Commerce has thoroughly implemented the decisions and deployments of the CPC Central Committee and the State Council, issuing documents such as "Notice on Accelerating the Connectivity of County Rural E-commerce System and Express Logistics Distribution System" and "Implementation Opinions on Promoting High-Quality Development of Rural E-commerce," supporting various regions to develop rural e-commerce by emphasizing empowerment, strengthening connections, and adapting to local conditions. The Rural E-commerce High-Quality Development Exchange event held in Shandong that you mentioned is one of them. The event focused on the theme of "Empowering E-commerce, Driving Rural Areas," releasing a batch of examples of rural e-commerce "leading counties," county-level e-commerce live broadcasting centers, and typical cases of digital circulation leading enterprises, summarizing and promoting the practical experience of rural e-commerce in optimizing public service systems, promoting the intelligent transformation of traditional trade, and expanding new scenarios and applications. In recent years, with the joint efforts of various regions and departments, the high-quality development of rural e-commerce has achieved positive results. Here, I would like to share some data with you. Firstly, the sales of Shenzhen Agricultural Power Group and the increase in farmers' income have been effectively promoted. From January to July 2025, the online retail sales of Shenzhen Agricultural Power Group increased by 7.4% year-on-year, and the per capita disposable income of rural residents increased by 6.2% year-on-year in the first half of this year. Secondly, the rural consumer market continues to prosper. E-commerce has further enriched the supply of rural goods and services, allowing farmers to buy high-quality and inexpensive products without leaving their homes. From January to July 2025, the online retail sales in rural areas increased by 6.4% year-on-year. Thirdly, the rural logistics system is becoming more perfect. Since 2022, the county-level commercial construction action has supported the construction and renovation of 1285 county-level logistics centers and 1457 township express logistics sites. Currently, from the Tibetan Bango County on the snowy plateau to Fuyuan City in the easternmost part of the country, the logistics distribution network in counties and townships is continuously improving, and the scale of rural joint distribution is expanding, with the national administrative village express service coverage reaching 95%. Fourthly, rural e-commerce entrepreneurship remains active. A total of 14 national rural e-commerce high-quality development seminars have been held, providing public welfare e-commerce training for nearly 300,000 people. According to data from relevant research institutions, as of the end of July, the number of rural online merchants in the country has exceeded 19.5 million, an increase of 6.4% year-on-year. Next, the Ministry of Commerce will continue to promote the comprehensive revitalization of rural areas and, together with relevant departments, deeply implement the project of high-quality development of rural e-commerce, further improve the application level of rural e-commerce, promote the deep integration of e-commerce with the primary, secondary, and tertiary industries in rural areas, help increase farmers' incomes and rural consumption. Thank you. [Xinhua News Agency China Economic Information Society Reporter]: Data shows that in the first seven months of this year, the total value of China's goods trade import and export was 25.7 trillion yuan, an increase of 3.5% year-on-year. Among them, exports were 15.3 trillion yuan, an increase of 7.3%. What do you think are the reasons for China's foreign trade maintaining a high growth rate in the current international situation? What are your expectations for the foreign trade situation for the whole year? [He Yongqian]: Since the beginning of this year, the risks and challenges facing the international economic and trade development have increased significantly. In such a complex background, China's foreign trade has maintained a trend of steady progress, with cumulative import and export growth rates rising month by month, achieving a 3.5% growth in the first seven months, which is not easy. In general, there are several supporting factors: Firstly, strong policies. Since the fourth quarter of last year, the Ministry of Commerce, together with relevant departments, has been deeply implementing the decisions and deployments of the CPC Central Committee and the State Council, issuing multiple rounds of stable foreign trade policies, focusing on cultivating new momentum for foreign trade, strengthening public services, and helping foreign trade enterprises stabilize orders and employment, continuously strengthening policy guarantees. Various departments and regions are deeply interconnected, fully implementing, and promoting foreign trade enterprises to enjoy all entitled benefits. For example, in the first seven months, Sinosure underwrote short-term insurance amounting to 573.5 billion US dollars, a year-on-year increase of 14.7%; the China Export-Import Bank newly issued over 700 billion yuan of loans to the foreign trade sector. Secondly, diversified cooperation. We continue to expand the space for mutually beneficial cooperation with more trading partners. In the first seven months, our imports and exports to emerging and other markets increased by 5%, accounting for 65.5%, an increase of 0.9 percentage points year-on-year. Among them, exports to ASEAN and Africa increased by 9.4% and 17.2% respectively, both significantly higher than the overall trend; exports to countries participating in the Belt and Road Initiative increased by 5.5%, with the proportion rising to 51.7%. Thirdly, the release of momentum. The momentum of foreign trade "rising" and "innovation" is further consolidated. In the first seven months, the export of electromechanical products increased by 9.3%, accounting for 60%, an increase of 1.1 percentage points year-on-year. High-tech and high value-added products such as smart home appliances, electric vehicles, industrial robots, and ships maintained high export growth rates. The majority of foreign trade enterprises proactively face difficulties, adapt, explore new markets, develop new products, and expand new channels. In the first seven months, there were 654,000 foreign trade enterprises with actual import and export performance, of which nearly 90% were private enterprises. Currently, the global economic and trade development still faces great uncertainty. Several international organizations have pointed out that the significant increase in tariff barriers has raised global trade costs, seriously affecting the efficiency and stability of the global production and supply chain, and global trade still faces downside risks. We will continue to adhere to expanding high-level opening up to the outside world, resolutely handle our own affairs well, and respond to various uncertainties with the certainty of high-quality development. We are confident and determined to continue to promote the stability, quantity, and quality of foreign trade, and work with more trading partners to jointly address challenges and share development opportunities. Thank you.
