China–U.S. Stockholm Economic and Trade Talks Joint Statement: 90-Day Suspension of 24% Tariffs Effective August 12, 2025
The Governments of the People’s Republic of China and the United States of America have reaffirmed their mutual commitment under the Joint Statement from the Geneva Economic and Trade Talks dated May 12, 2025. Following ministerial meetings in London (June 9–10, 2025) and Stockholm (July 28–29, 2025), both parties have agreed to introduce a set of reciprocal tariff adjustments by August 12, 2025, aiming to sustain progress toward a balanced and stable economic relationship.
Regarding tariffs imposed under Executive Order No. 14257, dated April 2, 2025, the United States will again suspend the 24% ad valorem duty on imports from the People’s Republic of China—including goods from the Hong Kong Special Administrative Region and the Macao Special Administrative Region—for a 90-day period. The remaining 10% duty stipulated in the same executive order will continue to apply during this timeframe.
In a corresponding measure, China will amend Tariff Commission Announcement No. 4 of 2025 to suspend its 24% tariff on U.S. imports for the same 90-day duration, while maintaining its residual 10% rate. In line with the Geneva Joint Statement, the Chinese government will also implement or maintain necessary actions to suspend or remove existing non-tariff countermeasures against the United States.
This Joint Statement represents the result of negotiations conducted under the framework established by the Geneva Economic and Trade Talks. The Chinese delegation was led by State Council Vice Premier He Lifeng, while the U.S. delegation was headed by Treasury Secretary Scott Bessent and U.S. Trade Representative Jamison Greer.
