The government spokesperson stated that the business environment for small and medium enterprises improved slightly in mid-July, as did expectations for the next month. At the same time, the overall employment situation remained relatively stable.
On August 11th, the Hong Kong Special Administrative Region Government Census and Statistics Department released the results of the monthly survey on the business conditions of small and medium-sized enterprises (SMEs) in July 2025. The current trend index of SME business income increased from 41.6 in June 2025 in the contraction zone to 42.1 in July 2025, while the future one-month (August 2025) business income outlook trend index was 45.5. According to industry analysis, although the current trend index of business income is below the dividing line of 50, many relevant indexes of industries covered in the survey increased in July 2025 compared to the previous month, especially in the real estate industry (from 44.2 to 46.2) and commercial services industry (from 43.5 to 44.8). The current trend index of new orders in the import and export trade industry remained at 45.0 in July 2025, while the future one-month (August 2025) new order outlook trend index was 47.0. A government spokesperson stated that the business atmosphere and expectations for the next month of SMEs improved slightly in July. At the same time, overall employment situation remained relatively stable. Looking ahead, the high uncertainty in the external environment will continue to affect the local business atmosphere. However, the local economy remains resilient, and the steady growth, especially in Asia and the Mainland, should provide support. The government will continue to closely monitor the situation.
