The National Development and Reform Commission held a special meeting to promote the safe and healthy development of low-altitude economy.
The meeting made it clear that we must deeply understand the principle requirements of developing new productive forces tailored to local conditions. We should promote the development of new industries, new models, new scenarios, and new driving forces for low-altitude from the local objective reality, and not blindly follow the trend. We must implement the development concept of safety first, adhere to the principle that good management allows for more freedom, and urgently establish a safety supervision system mechanism. We need to clarify the boundaries of safety supervision responsibilities and continuously enhance the governance capacity of low-altitude safety.
In recent days, in order to thoroughly implement the decisions and arrangements of the Party Central Committee and the State Council, Li Chunlin, a member of the Party Group of the National Development and Reform Commission and vice director, presided over a special meeting to study how to better coordinate development and security, and to promote the high-quality development of low-altitude economy in a healthy and orderly manner according to local conditions. Key speeches were made by relevant departments of the central and state organs and related localities.
The meeting emphasized the need to deeply understand the principle requirement of developing new productive forces according to local conditions, promote the development of new models, new scenarios, and new dynamics in low-altitude industries based on local objective realities, and avoid blindly following trends. It is necessary to implement the concept of safety first in development, adhere to the principle that effective regulation precedes liberalization, establish safety supervision mechanisms, clarify the boundaries of safety supervision responsibilities, and continuously strengthen the governance capabilities for low-altitude safety.
Efforts should be made to ensure effectiveness and promote the implementation of key tasks in the near term. Vigorous efforts should be made to prevent inefficient repeated construction or vicious competition in the low-altitude industrial sector, regulate the development of low-altitude industrial parks, and rectify irrational construction behaviors. Accelerate the full implementation of standard requirements such as "one machine, one code" and real-name registration for drones, and improve the emergency response mechanisms for low-altitude flight safety.
