The spokesperson of the Ministry of Commerce answered questions from reporters regarding the adjustment of the "Catalog of China's Prohibited and Restricted Export Technologies."
In the process of adjusting this "directory", the opinions of relevant departments, industry associations, academia, and the general public were fully consulted, 3 technical entries were deleted, 1 was added, and 1 was modified.
On July 15, the Ministry of Commerce, in conjunction with the Ministry of Science and Technology, adjusted and released the "Catalogue of Technologies Prohibited for Export and Restricted for Export in China." The spokesperson of the Ministry of Commerce answered questions from reporters regarding the "Catalogue." During this adjustment process of the "Catalogue," opinions from relevant departments, industry associations, academia, and the general public were fully solicited. Three technology items were removed, one was added, and one was modified.
The main changes include the deletion of one item of prohibited traditional Chinese architectural technology and two items of restricted building environmental control technology to facilitate the global sharing of technological achievements of the China State Construction Engineering Corporation.
One restricted technology item was added, which is the technology for preparing cathode materials for batteries. This includes the addition of preparation technologies for lithium iron phosphate for batteries, lithium manganese iron phosphate for batteries, and the preparation technology of phosphate cathode raw materials, among other control points. The preparation technology for battery cathode materials is increasingly being applied in sensitive areas, and including related technologies in the "Catalogue" of restricted items will facilitate better coordination of development and security, promote the safe and sustainable application and development of related technologies.
One restricted technology item was modified, which is the metallurgical technology for non-ferrous metals. This includes the addition of technologies for producing lithium carbonate from lithium spodumene, lithium hydroxide from lithium spodumene, the preparation technology for metal lithium (alloy) and lithium materials, lithium extraction from brine, and the preparation of lithium purification solutions, among other control points. This adjustment was made based on the changing technical development situation.
The above information was provided by the Ministry of Commerce in response to questions about the adjustment of the "Catalogue of Technologies Prohibited for Export and Restricted for Export in China."
