The National Development and Reform Commission and the National Energy Administration issued a reply on the standardized electricity trading mechanism for cross-regional grid operation zones, and tentatively approved the "Standardized Electricity Trading Mechanism for Cross-Regional Grid Operation Zones".
On July 11th, the National Development and Reform Commission and the National Energy Administration issued a reply on the normalization of the electricity trading mechanism in the cross-regional power grid operation zone, agreeing in principle to the "Scheme for Normalizing the Electricity Trading Mechanism in the Cross-Regional Power Grid Operation Zone". The reply pointed out that State Grid Corporation and Southern Power Grid Corporation should further deepen cooperation, fully leverage the role of the normalized trading mechanism in the cross-regional power grid operation zone, promote interconnection in the electricity market, improve the efficiency of interconnection channels, strengthen the coordination of various levels of markets, and ensure the efficient operation of the national unified electricity market system.

Your submission of the "Request for Approval of the Scheme for the Establishment of the Normalized Trading Mechanism in the Cross-Regional Power Grid Operation Zone by State Grid and Southern Power Grid" has been received. The reply is as follows.
1. The "Scheme for Normalizing the Electricity Trading Mechanism in the Cross-Regional Power Grid Operation Zone" is agreed in principle. Please organize and implement it carefully.
2. Realizing normalized trading in the cross-regional power grid operation zone is a milestone in implementing the spirit of the Third Plenary Session of the Twentieth Central Committee of the Party and building a national unified electricity market. It is of great significance to break the segmentation and regional isolation in the market and optimize the allocation of electricity resources nationwide. State Grid Corporation and Southern Power Grid Corporation should further deepen cooperation, fully leverage the role of the normalized trading mechanism in the cross-regional power grid operation zone, promote interoperability in the electricity market, improve the efficiency of interconnection channels, strengthen the connection and coordination of markets at all levels, and ensure the efficient operation of the national unified electricity market system.
3. In the summer peak period of 2025, State Grid Corporation and Southern Power Grid Corporation should rely on the normalized trading mechanism in the cross-regional power grid operation zone to achieve optimized allocation of electricity resources to better support power supply resilience. By the end of the year, further unify market rules, trading varieties, and trading schedules, and establish normalized opening of cross-regional trading.
4. State Grid Corporation and Southern Power Grid Corporation should fulfill their main responsibilities, continuously improve cross-regional trading rules in accordance with relevant policy requirements, strengthen technical platform interconnection and information sharing and mutual recognition, and achieve "local registration, national sharing" for electricity market participants as soon as possible. Improve the pricing mechanism and settlement management for emergency dispatch across provinces and regions, track market operation status in a timely manner, strengthen information disclosure and reporting, develop emergency plans, effectively prevent market risks, and ensure the safe and stable operation of the power system. Major issues should be promptly reported to the National Development and Reform Commission and the National Energy Administration.
5. The National Development and Reform Commission and the National Energy Administration will continue to strengthen guidance on the normalization of cross-regional trading, improve supporting policies, coordinate and resolve issues in a timely manner, and further improve the national unified electricity market system.
