On July 8th, the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the National Energy Administration issued a notice on the construction of zero-carbon parks. It proposed to accelerate the transformation of the energy structure in parks. Strengthen the development and utilization of renewable energy in parks and surrounding areas, support the matching connection of parks with non-fossil energy power resources in the surrounding areas, scientifically allocate energy storage and other regulatory resources, develop green power direct connection according to local conditions, encourage participation in green certificate and green power trading, and explore the development and utilization of hydrogen and electricity coupling. In order to implement the decisions and arrangements of the Party Central Committee and the State Council, actively and prudently promote peak carbon emissions and carbon neutrality, accelerate the comprehensive green transformation of economic and social development, support regions with conditions to build a batch of zero-carbon parks as a priority, gradually improve related planning and design, technical equipment, business models, and management norms, plan and step by step promote the low-carbon and zero-carbon transformation of various types of parks to help parks and enterprises reduce carbon emissions and increase efficiency, and provide solid support for achieving the goals of peak carbon emissions and carbon neutrality. Now the relevant matters concerning the construction of zero-carbon parks are notified as follows:
