The Hong Kong government appoints the Deputy Director of the Department of Health, the Chairman of the Hospital Authority, and the Chief Executive Officer.
The Hong Kong government announced personnel appointments today. Dr. Fan Wanwen has been appointed as the Deputy Director of the Department of Health, and Dr. Li Xiayin has been appointed as the Chief Executive of the Hospital Authority. The current chairman of the Hospital Authority, Dr. Fan Hongling, has been reappointed.
On July 2, the Hong Kong government announced the appointment list for the Deputy Director of Health, the Chairman and Chief Executive of the Hospital Authority. Dr. Vanessa Fan was appointed as the Deputy Director of Health and will assume office on July 14, 2025; Dr. Lui Ha-yan was appointed as the Chief Executive of the Hospital Authority, effective from August 1, 2025, for a term of three years; the current Chairman of the Hospital Authority, Dr. Lehung Fan, was reappointed and will assume office from December 1, 2025, for a term of one year.
Professor Leung Cheung-mau, Director of the Hong Kong Department of Health, welcomed the newly appointed Deputy Director of Health, Dr. Vanessa Fan, and looks forward to working together to promote healthcare reforms and innovation in the Hong Kong Special Administrative Region (SAR) to enhance and protect public health.
Professor Leung Cheung-mau also thanked Dr. Lui Ha-yan, who is stepping down as the Deputy Director of Health to assume the role of Chief Executive of the Hospital Authority. Professor Leung Cheung-mau stated: "Dr. Lui has been working in the public healthcare system since graduating from medical school, and has been serving in the Hospital Authority until taking up the position of Deputy Director three years ago. With nearly three years of experience as Deputy Director, Dr. Lui has shown outstanding leadership, analytical skills, and charisma, and has a deep understanding of the challenges and strategies of the current healthcare system that will enable her to lead the Hospital Authority in reform and innovation and optimize public healthcare services in her new role."

Dr. Vanessa Fan
Dr. Vanessa Fan, age fifty-seven, currently serves as a Family Physician (Elderly Health Services) at the Department of Health.
Dr. Vanessa Fan joined the Department of Health in 1992 and has over thirty years of service. In addition to family medicine and elderly health services, she has also coordinated and participated in various areas of work, including professional development and quality assurance services, as well as coordinating work at quarantine centers during epidemic periods.
Dr. Vanessa Fan graduated from the University of Hong Kong Medical School and holds a Master's degree in Public Health from the Chinese University of Hong Kong, as well as multiple professional qualifications, including the qualification from the Hong Kong College of Family Medicine.
Dr. Lui Ha-yan
Dr. Lui Ha-yan, age fifty-three, has served as the Deputy Director of Health since July 2022.
Dr. Lui Ha-yan joined the Hospital Authority's management team in 2008 and was promoted to Director of Strategic Development in 2016. During her tenure as Director of Strategic Development, Dr. Lui was responsible for developing strategies and operating plans for the healthcare services provided by the Hospital Authority, coordinating community and primary healthcare services, as well as planning and implementing engineering projects. In addition, she has served on various professional organizations, such as the Hong Kong Academy of Anaesthesiologists and the Hong Kong College of Community Medicine committees.
Dr. Lui Ha-yan graduated from the University of Hong Kong Medical School and holds a Master's degree in Public Health from the University of Hong Kong, as well as multiple professional qualifications, including qualifications from the Hong Kong Academy of Anaesthesiologists and the Hong Kong College of Community Medicine (Public Health Administration).
