On June 13, the Ministry of Industry and Information Technology and other eight departments publicly solicited opinions on the "Automobile Data Outbound Security Guidelines (2025 Edition)." The guidelines state that automobile data handlers who provide automobile data to overseas parties should report data outbound security assessments in the following situations: providing important data to overseas parties; accumulating personal information of more than 1 million people (excluding sensitive personal information) to overseas parties since January 1 of the current year; accumulating sensitive personal information of more than 10,000 people to overseas parties since January 1 of the current year; operators of critical information infrastructure providing personal information to overseas parties; and other situations requiring declaration of data outbound security assessments as specified in relevant national regulations.

The Ministry of Industry and Information Technology and other eight departments publicly solicit opinions on the "Automobile Data Outbound Security Guidelines (2025 Edition)"
To implement the "People's Republic of China Data Security Law," "People's Republic of China Personal Information Protection Law," "Regulations on the Management of Network Data Security," and other laws and regulations, promote the establishment of an efficient, convenient, and secure mechanism for the cross-border flow of automobile data, and create a favorable environment for industrial development, under the overall guidance of the national data security work coordination mechanism, the Ministry of Industry and Information Technology, the Cyberspace Administration of China, the National Development and Reform Commission, the National Bureau of Statistics, the Ministry of Public Security, the Ministry of Natural Resources, the Ministry of Transportation, and the State Administration for Market Regulation formulated the "Automobile Data Outbound Security Guidelines (2025 Edition) (Draft for Soliciting Opinions)" and plan to issue it as a regulatory document. Opinions are now being solicited from the society, and feedback is requested by July 13, 2025.
