On June 5th, the General Offices of the Ministry of Commerce and other 5 departments issued a notice regarding the announcement of the first batch of national retail innovation and enhancement pilot cities. It was proposed that provincial departments should guide pilot cities to explore 2-3 directions based on local historical culture, resource endowment, industry foundation, and planning layout, and promote differentiated and characteristic development of pilot construction according to local conditions. They should actively promote the innovative transformation of enterprises, rely on the market forces to promote the transformation and upgrading of existing commercial facilities with a "tailored strategy" approach. They should strengthen policy incentives, implement list management, and select projects with distinctive features, representativeness, and strong leading driving force.
