Five Ministries Launch 2025 New Energy Vehicles to the Countryside Campaign

China’s Ministry of Industry and Information Technology, along with four other departments, launched the 2025 NEV to the Countryside campaign, featuring 124 models from brands like BYD, XPeng, and Geely.

On June 3, five Chinese government departments, including the Ministry of Industry and Information Technology, the National Development and Reform Commission, and the Ministry of Agriculture and Rural Affairs, jointly issued a notice to initiate the 2025 New Energy Vehicles (NEV) to the Countryside campaign. The announcement also included a catalog of eligible NEV models, comprising 124 vehicle types.

According to the official website of the Ministry of Industry and Information Technology, the campaign will focus on 124 NEV models that are well-suited to rural markets, have a positive reputation, and are known for reliable quality. A series of dedicated promotional events will be organized in selected county-level cities, where NEV adoption remains low but market potential is significant.

The catalog includes a broad range of models from established NEV brands such as BYD, Deepal, Aion, Lantu, Avatr, XPeng, Geely, and Zeekr.

The notice highlighted that the 2025 NEV to the Countryside campaign will coordinate with ongoing programs, including the county-level charging and battery swapping infrastructure improvement pilot and the intelligent connected vehicle "vehicle-road-cloud integration" pilot. These efforts aim to direct quality resources to rural areas, promote vehicle-grid interaction technologies, and enhance green development in rural regions.

The campaign encourages active participation from market entities involved in NEV production, sales, finance, charging and battery swapping, and after-sales services. It proposes integrated promotional solutions that combine trade-in incentives, infrastructure support policies, and bundled offers covering purchase discounts, energy support, and service guarantees. The initiative also seeks to strengthen the full lifecycle service network for vehicle purchase, usage, and maintenance.

According to the China Association of Automobile Manufacturers, from January to April 2024, China’s NEV production and sales reached 4.429 million and 4.3 million units respectively, marking year-on-year growth of 48.3% and 46.2%. NEVs accounted for 42.7% of total new vehicle sales during the same period.
