The Secretary of the Party Group and Director of the State Administration for Market Regulation, Luo Wen, published a signed article on the 16th in the People's Daily, once again emphasizing the need for comprehensive governance of the issue of "overlapping competition".
After five departments jointly interviewed three takeaway platforms, JD, Meituan, and Eleme, on May 13th, the Secretary of the Party group and director of the State Administration for Market Regulation, Luo Wen, published a signed article in the People's Daily on the 16th, once again emphasizing the need to comprehensively address the issue of "internal competition."
The article points out that in many industries entering the stage of transition from old to new kinetic energy and stock competition, the phenomenon of low-price, low-quality, and low-level competition is increasingly spreading.
Luo Wen proposed in the article the need to resolutely curb illegal practices, investigate and deal with unfair competition and price violations according to the law. Strengthen law enforcement supervision in key industries and fields, conduct focused rectification actions in different areas, strengthen efforts to combat counterfeiting and inferior products, and crack down severely on malicious price comparisons, false advertising, and low-price dumping and other market anomalies.
Previously, the Central Economic Work Conference proposed "comprehensive rectification of 'internal competition' and regulation of the behavior of local governments and enterprises." The Central Political Bureau meeting also explicitly stated that industry self-discipline should be strengthened and "internal competition" should be prevented.
To eliminate "internal competition," there are multiple measures being taken by multiple departments and industries, implementing strategies and seeing results. Since last year, various industries including steel, photovoltaics, automobiles, and takeaway have strengthened measures against "internal competition."
How can the takeaway industry adhere to "progress through regulation"? The Economic Daily commented previously that when facing challenges such as a market growth ceiling and lack of innovation, platforms should not use capital subsidies to artificially create excessively low prices below costs but should shift their competitive focus from low prices to winning customers with quality and service.
At the same time, most takeaway platforms in the industry have gradually abolished penalties for late deliveries, explored improving rider rights protection, and actively responded to the call to fight against "internal competition." Earlier this year, some takeaway platforms invested billions of yuan to directly support businesses and improve the traffic bias mechanism, encouraging catering businesses to innovate competition through service and product improvement.
In addition, Luo Wen also proposed in the article to actively promote industry self-discipline and legal competition, guide industry associations to self-regulate according to the law, and consciously resist market anomalies such as low-price dumping and mutual defamation.
On the regulatory front, there is an urgent need for clear guidance for the industry. Luo Wen pointed out in the article the need to thoroughly implement the fair competition review system, actively promote industry self-discipline and legal competition, continuously enhance the enterprise's ability to compete fairly and comply with regulations, thereby purifying the market competition ecology and maintaining the vitality and effectiveness of the market mechanism.
