The Office of the National Export Control Coordination Mechanism deployed a special operation to combat the smuggling of strategic minerals for export In order to thoroughly implement the decisions and arrangements of the CPC Central Committee and the State Council, on May 9, 2025, the Office of the National Export Control Coordination Mechanism organized the Ministry of Commerce, the Ministry of Public Security, the Ministry of State Security, the General Administration of Customs, the Supreme People's Court, the Supreme People's Procuratorate, the State Post Bureau, and other departments to hold a field meeting on the special operation to combat the smuggling of strategic minerals for export in Shenzhen, Guangdong Province. Various specific work tasks were deployed at the meeting. The meeting pointed out that strengthening the export control of strategic mineral resources is related to national security and development interests. Since the implementation of export control on strategic minerals such as gallium, germanium, antimony, tungsten, and heavy rare earths, some foreign entities have colluded with domestic criminals, continuously innovating smuggling methods to evade detection. To prevent the illegal outflow of strategic minerals, curb smuggling trends, effectively safeguard national security, and promote compliant trade while ensuring the stability of the production supply chain, combating the smuggling of strategic minerals for export has become an urgent and important task. The meeting emphasized that all departments should focus on the field of strategic minerals, strengthen source control, and form a joint effort to crack down on typical evasion methods such as false reporting, concealment, and transshipment through "third countries", focusing on combating the smuggling of strategic minerals for export. It is necessary to adhere to the rule of law thinking, improve the coordination between law enforcement and judicial sectors, expedite the handling and disclosure of a batch of illegal export cases according to the law, thoroughly investigate the illegal entities and smuggling networks behind the scenes, and resolutely crack down on them to deter wrongdoers effectively. The meeting called for all departments to strengthen the deployment of law enforcement and judicial forces, effectively enhance the level of case handling and the effectiveness of crackdowns; accelerate the construction of intelligent law enforcement information systems, strengthen cross-departmental and cross-regional law enforcement cooperation; enhance cooperation with mainland and Hong Kong and Macau customs enforcement agencies, form a joint force to combat smuggling, ensure the achievement of the national export control objectives, and resolutely safeguard national security and development interests.
