According to the news from the National Internet Information Office on April 30th, recently, the National Internet Information Office and seven other departments jointly issued the "Regulations on the Management of Terminal Equipment Direct Satellite Services" (hereinafter referred to as the "Regulations"), which will be implemented starting from June 1, 2025. The "Regulations" specify that the provisions of this regulation apply to the provision of terminal equipment direct satellite services within the territory of the People's Republic of China, the use of terminal equipment direct satellite services within the territory of the People's Republic of China, as well as the production, assembly, provision, and sale of terminal equipment that supports direct satellite services within the territory of the People's Republic of China. The management of terminal equipment direct satellite services adheres to the principles of both development and security, and promotes the combination of innovation and legal governance.
Recently, the National Internet Information Office, National Development and Reform Commission, Ministry of Industry and Information Technology, Ministry of Public Security, General Administration of Customs, State Administration for Market Regulation, and State Administration of Radio and Television jointly issued the "Regulations on the Management of Terminal Equipment Direct Satellite Services", which will be implemented starting from June 1, 2025. A relevant person in charge of the National Internet Information Office stated that the issuance of the "Regulations" aims to implement the provisions of laws and regulations such as the Cybersecurity Law, Data Security Law, Telecommunications Regulations, etc., promote and standardize the healthy development of terminal equipment direct satellite services, safeguard national security and public interests, and protect the legitimate rights and interests of citizens, legal persons, and other organizations.
In recent years, terminal equipment direct satellite has become a hot topic and trend in the global mobile communication field, with products and services accelerating popularization and receiving widespread attention from all sectors of society. The "Regulations" make provisions on the development and promotion of the technology industry of terminal equipment direct satellite services, the management of equipment facilities and services, supervision and management, and legal responsibilities, providing specific guidance for the management of terminal equipment direct satellite services.
The "Regulations" specify that the provisions apply to the provision of terminal equipment direct satellite services within the territory of the People's Republic of China, the use of terminal equipment direct satellite services within the territory of the People's Republic of China, as well as the production, assembly, provision, and sale of terminal equipment that supports direct satellite services within the territory of the People's Republic of China. It is proposed that the management of terminal equipment direct satellite services adhere to the principle of balancing development and security, promoting innovation and legal governance.
The "Regulations" propose to support the research of terminal equipment direct satellite technology, the development of satellite communications and ground mobile communications fusion, explore new applications and formats of technology integration, and build a complete industrial system. The "Regulations" require that when providing terminal equipment direct satellite services to the domestic market, if terminal equipment accesses the domestic public telecommunications networks and uses radio frequencies domestically, they must obtain the corresponding permits and approvals in accordance with relevant regulations. Infrastructure construction activities must comply with relevant laws and regulations, relevant regulations of competent authorities, and mandatory requirements of national standards.
