Based on the real needs of protecting minors on the internet and responding to the concerns of the society, the Cyberspace Administration of China has been continuously guiding domestic software and hardware companies to jointly promote the construction of the Minor Mode of the Mobile Internet (referred to as the "Minor Mode" below). In April of this year, the Minor Mode broke through a series of technological bottlenecks, achieving comprehensive optimization and systematic upgrades.
The release ceremony fully demonstrated the unique features and main functions of the Minor Mode. In terms of operation, mobile smart terminals, applications, and application distribution platforms have achieved tripartite linkage, greatly reducing the threshold for using the mode. Parents can click on the icon prominently displayed on their mobile phones to "one-click start" the Minor Mode, synchronizing all applications and creating a relatively independent, safe, and controllable internet environment. In terms of content ecology, high-quality content suitable for minors has been greatly expanded. Key platforms rely on child content creators, copyright resources, authoritative institutions, etc., to select a large amount of content for inclusion in the Minor Mode, and establish a gradient content system based on age, content classification, and recommended segmentation to better meet the spiritual and cultural needs of minors. In terms of functional services, the Minor Mode can provide functions such as daily internet time control, usage period setting, rest reminders, application management, usage statistics, etc. Parents can adjust various settings according to actual situations to properly guide the online behavior of minors. In terms of coverage, Huawei, OPPO, and ZTE provide Minor Mode after updating their phone systems, while Xiaomi, Honor, and Vivo include Minor Mode in their new releases. App stores have established a section for minors, and key applications in areas such as short videos, social media, e-commerce, education, and tools have been comprehensively upgraded with the Minor Mode. The coverage of the mode will continue to expand in the future to meet the daily usage needs of minors and provide a rich diversity of services.
A relevant person in charge of the National Cyberspace Administration stated that fully utilizing the protective role of the Minor Mode for minors requires joint efforts from all parties. On one hand, they will continue to guide and support platforms to optimize the Minor Mode, making this technological tool easier and more user-friendly. On the other hand, they hope that the majority of parents can proactively activate the Minor Mode for minors, provide valuable feedback, and collectively create a safe, healthy, and clean online environment.
