State Council Information Office releases White Paper on China's Control of Fentanyl-related substances

Xinhua News Agency, Beijing, March 4th (Reporters Xiong Feng, Li Minghui) The State Council Information Office released the White Paper on the control of fentanyl-like substances in China on the 4th. Apart from the preface and conclusion, the white paper is divided into seven parts, which are scientifically and accurately defining fentanyl-like substances, ensuring the dual control of reasonable drug use and strict control, strictly cracking down on fentanyl-like substance crimes in accordance with the law, strict control of fentanyl-like substance precursors, accelerating the research and application of technology, taking multiple measures to enhance overall control effectiveness, and promoting global governance of fentanyl-like substances. The white paper points out that in recent years, China has attached great importance to the control of fentanyl-like substances, made preparations in advance, coordinated planning, implemented comprehensive strategies, and conducted systematic governance, rigorously regulated fentanyl-like drugs, closely guarded against the abuse of fentanyl-like substances, severely cracked down on the illegal smuggling, production, and trafficking of fentanyl-like substances and their precursor chemicals, achieving significant results. China has strengthened international drug control cooperation, pragmatically conducted dialogue, joint investigations, and sharing of experiences, promoted the establishment of a cooperative relationship based on equality, mutual trust, and mutual benefit, and has worked closely with relevant countries including the United States in addressing the issues of fentanyl-like substances and their precursors, achieving significant results. The white paper introduces that China has included fentanyl-like drugs in the "List of Narcotic Drugs", and strictly controls the production, operation, use, and export of relevant links. China actively promotes the construction of an informationized traceability system for fentanyl-like drugs, comprehensively utilizing new technologies such as electronic tags, the Internet of Things, artificial intelligence, and other new means to dynamically monitor and manage the production, operation, transportation, use, import and export of fentanyl-like drugs, effectively preventing the loss of fentanyl-like drugs. China actively responds to new challenges related to fentanyl-like substances, comprehensively adopts measures such as increasing the number of controlled varieties, strengthening daily supervision, increasing inspection efforts, and innovating control methods to prevent the abuse of fentanyl-like substances to the maximum extent, and crack down on illegal activities related to fentanyl-like substances to the maximum extent. The white paper points out that China upholds the concept of a community with a shared future for mankind, seriously fulfills its international drug control obligations, adheres to the principle of shared responsibility and comprehensive balance, advocates mutual assistance and sharing among countries, opposes mutual accusations and shifting of responsibilities, while carrying out its own drug control work, firmly maintains the existing international drug control system, fully participates in important decisions in the international drug control field, actively provides Chinese wisdom and solutions for global drug control.
