II. Key tasks (1) Policy-based enterprise services. Increase efforts in collecting, organizing, researching, and disseminating domestic and international policy information, provide information on the political environment, laws and regulations, policy access, industrial development, market analysis, etc. of target countries or regions. Through organizing special training and exchange activities, promote and interpret policies supporting enterprise globalization. Encourage service agencies to jointly establish local talent training mechanisms with small and medium-sized enterprises, and provide local talent services for small and medium-sized enterprises going global through building overseas labor service platforms and conducting project collaboration. (4) Management enhancement services. Focus on the strategic planning for the international development of small and medium-sized enterprises, cross-border operations, carbon footprints, brand promotion, local human resource management, environmental, social, and corporate governance fields, and provide customized management consulting services and solutions. Conduct cross-border compliance guidance services in areas such as market access in target countries or regions, security reviews, industry supervision, foreign exchange management, tax regulations, protection of labor rights, environmental protection standards, data security protection, etc., to help small and medium-sized enterprises meet local and supply chain social responsibility requirements and enhance their overseas image. Encourage digital service providers to adapt or develop "small, fast, light, accurate" digital products and solutions related to small and medium-sized enterprises going global. (5) Cross-border financial services. Encourage banks to actively innovate cross-border financing products, develop cross-border financing products that match the characteristics of small and medium-sized enterprises such as light assets, good growth potential, and high flexibility, and improve the convenience level of cross-border financing for small and medium-sized enterprises. Encourage banks' overseas branches to strengthen support for small and medium-sized enterprises in their overseas businesses. (2) Pool high-quality resources. SME authorities in various regions should focus on leveraging various service resource advantages, enhance the systematic, precise, and effective supply of service resources. Utilize the role of the national SME service "network" to promote the integration of online and offline services. Support service agencies in providing customized service plans for specialized new and unique SMEs with willingness to go overseas, SME characteristic industry clusters, Sino-foreign SME cooperation zones, etc. (3) Strengthen publicity and guidance.
