Transport and Logistics Bureau of Hong Kong: The pilot project of "Regulatory Sandbox" has been gradually implemented in the first quarter of 25 years to help promote the development of low-altitude economy in Hong Kong.

On January 10, the University of Hong Kong and the Greater Bay Area Low Altitude Economy Alliance jointly held the first Low Altitude Summit. Hong Kong Secretary for Transport and Logistics, Chen Mei Bao, pointed out during the event that various regions across the country are promoting measures to develop the low-altitude economy. Hong Kong is also closely following mainland China's policies and has announced a series of measures related to the development of the low-altitude economy in the Policy Address. The "regulatory sandbox" pilot project will be gradually implemented in the first quarter of 2025 in order to enrich different experimental scenarios. She stated that the ideal outcome is for the "regulatory sandbox" pilot project to help the Hong Kong government synchronize various plans for the low-altitude economy. Chen Mei Bao mentioned that it is well known that in mainland China, 2024 is known as the "year of the low-altitude economy". In March 2024, the low-altitude economy was included for the first time in the national government's "Government Work Report", emphasizing the need to actively promote the development of the low-altitude economy as a new engine for growth. As a special administrative region under "one country, two systems", Hong Kong should strive to find a new point of growth in this aspect, as it is backed by the motherland and connected to the international community. The first batch of applications for the "regulatory sandbox" pilot project closed at the end of last year, with a total of 72 applicants, including not only logistics delivery but also public services and research applications. These scenarios are wide-ranging and diverse, with applicants including companies from mainland China, local companies, research institutions, and universities, which is encouraging. She explained that the purpose of the "regulatory sandbox" is to explore and test different technologies and facilities requirements in the low-altitude economy in a safe and controlled environment. The goal is not to reject certain projects after receiving applications, but to actively explore and enrich different experimental scenarios in the "regulatory sandbox". The results of the pilot projects are also important, as the Hong Kong government should focus on "results-oriented" under the direction of the Chief Executive of the Hong Kong Special Administrative Region. The "Low-altitude Economic Development Working Group" led by the Deputy Secretary for Financial Services and the Treasury of Hong Kong, includes members from relevant policy bureaus and departments responsible for coordinating the promotion of the low-altitude economy in various areas of the Hong Kong government. The working group is carefully reviewing various applications for the "regulatory sandbox" pilot project. The Hong Kong government will also concurrently review relevant legislation, infrastructure planning, and the initial blueprint for the construction of the Greater Bay Area Low Altitude Global Top E-Commerce road and the Greater Bay Area low-altitude cross-border corridor.
