Hong Kong Innovation and Technology Bureau: Promoting the development of the Greater Bay Area into a world-class industry-academia-research platform.

The Secretary for Innovation and Technology of Hong Kong, Professor Sun Dong, summarized his speech at the Legislative Council meeting today (January 9) on the motion of "Accelerating the Development of the River Oyster Hong Kong Park and Creating a New Economic Growth Point". He pointed out that measures would be taken from multiple aspects to promote the development of the River Oyster into a world-class industry-academia-research platform, including supporting the establishment of the InnoLife Healthtech Hub in the River Oyster Hong Kong Park, allocating 2 billion Hong Kong dollars to support the entry of InnoHK R&D platform into the River Oyster Hong Kong Park, and providing support for start-up companies in the park to carry out R&D projects related to life health technology.
Furthermore, in order to nurture and support start-up companies to grow in the River Oyster, the park will implement a series of measures such as establishing incubators, accelerators, and supporting start-up companies. In addition, in order to attract professional start-up service organizations with rich experience from home and abroad to establish accelerator bases in Hong Kong, the SAR government will launch a pilot plan for the Innovation and Technology Accelerator to provide matching subsidies and encourage them to set up accelerator bases in Hong Kong (including in the River Oyster Hong Kong Park) to help start-up companies grow.
The SAR government is actively implementing the "Development Outline of the River Oyster Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone Hong Kong Park" (Development Outline) to promote the development of the River Oyster Hong Kong Park in accordance with the four major directions proposed.
Direction (1) - Building a world-class industry-academia-research platform
The first development direction is to make the River Oyster a world-class industry-academia-research platform. Hong Kong has strong basic scientific research capabilities, and both the 14th Five-Year Plan and the Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area clearly emphasize the strengthening of industry-academia-research platforms in the Greater Bay Area. The country specifically hopes that Hong Kong can build a world-class technology innovation platform. Therefore, measures will be taken from multiple aspects to promote the River Oyster to become a world-class industry-academia-research platform, including supporting the establishment of the InnoLife Healthtech Hub in the River Oyster Hong Kong Park, allocating 2 billion Hong Kong dollars to support the entry of the InnoHK R&D platform into the River Oyster Hong Kong Park, and providing support for start-up companies in the park to carry out R&D projects related to life health technology.
At the same time, Hong Kong's deep scientific research foundation in life health and artificial intelligence will be utilized to establish international top research laboratories focused on these areas in the River Oyster, to conduct more international scientific research cooperation; key national laboratories are welcomed to set up research bases in the River Oyster Hong Kong Park; and support will be given to representative technology companies from home and abroad to set up R&D centers and strengthen cooperation with the park's R&D forces, to facilitate the development of emerging or future industries.
In addition, in November last year, the SAR government established the Guangdong-Hong Kong-Macao Greater Bay Area International Clinical Trial Center in the River Oyster Hong Kong Park, jointly constructing the Greater Bay Area Clinical Trial Collaboration Platform with the Shenzhen Park to expand the R&D network and accelerate the development of medical innovations.
Direction (2) - Building an internationally competitive industrial pilot transformation base
The second development direction of the River Oyster Hong Kong Park is to build an internationally competitive industrial pilot transformation base.
We also propose encouraging banks and financial institutions to provide technology financing solutions for park technology companies, to support the rapid growth of start-up companies in the park. Meanwhile, we will introduce the InnoHK R&D platform and suitable university research teams or start-ups under the "industry-academia-research 1+" program to be stationed in the park, to expand conversion applications with companies and platforms in and outside the park.
Direction (3) - Creating a global innovation and technology resource convergence point
Innovation is one of the key elements supporting the high-quality development of innovation and technology, so the third development direction of the River Oyster Hong Kong Park is to create a global innovation and technology resource convergence point. Thus, we propose establishing a technology exchange platform to attract excellent higher research institutions from home and abroad to settle in the River Oyster Hong Kong Park, to promote cross-regional innovation and technology cooperation, and encourage local higher education institutions and research institutions to settle in the park and cooperate with park companies. We propose to build a high-end talent aggregation center, attract technical experts from home and abroad to Hong Kong and the Greater Bay Area through flexible means, and utilize the construction of livable parks to attract and retain talent.
The River Oyster Hong Kong Park will provide start-up incubation and support services to guide the commercialization and market-led development of start-up companies in the park. The park will also create a park brand, coordinate large-scale international talent matching, investment promotion activities, roadshows, etc., and establish a park exhibition area to showcase the value and potential of the park to visitors and establish the park's image as an international scientific research hub.
Direction (4) - Opening up a testing ground for institutional and policy innovation
In order to make the River Oyster Cooperation Zone a pioneer area and bridgehead for innovation and technology cooperation between the mainland and Hong Kong, the SAR government will, based on the principle of "one country, two systems," promote the River Oyster Hong Kong Park as a unique area "domestic and overseas," provide convenience in policies and measures for enterprises and personnel settling and working in the River Oyster Hong Kong Park, including researching innovative elements such as personnel, materials, funds, and data, using technology to significantly reduce the transit time between the parks and achieve "seamless customs clearance"; utilizing innovative mechanisms such as "green channels" and "white lists" to simplify the entry and exit procedures and approval processes for research materials and equipment in and out of the two parks, and seeking policy support from relevant national ministries.
Other support measures for industrial development
We will continue to actively promote the development of innovation and new industries in Hong Kong, reform and innovate in policy measures, assist the industry in solving key pain points in the development of new industrialization, including funding and land costs, and improve the environment for the development of innovation and technology industries on a broader scale.
We are actively planning the implementation details of the 10 billion Hong Kong dollars Innovation and Technology Industry Guidance Fund, and will start collecting market intentions soon. We believe that the guidance fund will innovative the way government invests in industries, assist in introducing high-quality enterprises, nurturing start-up companies, accelerating the transformation and upgrading of traditional manufacturing industries, promoting the development of innovation and technology industry chains, and strengthening support for emerging and future industries, establishing new industrialization and promoting the development of new quality productivity.
In addition, the funding scope of the 10 billion Hong Kong dollars New Industry Acceleration Plan includes establishing new industrialization accelerator centers in Hong Kong.The costs directly related to intelligent production facilities, as well as the necessary specialized facilities and related auxiliary equipment for operating intelligent production facilities, including production facilities related to pilot projects.
