In recent years, China's home service industry has developed rapidly, with a market size exceeding trillions and more than 30 million employees. With nearly 300 million people aged 60 and above in China, and over 32 million infants and toddlers under 3 years old, the demand for home services in areas such as elderly care and child care is continuously increasing. It is estimated that there is a shortage of over 20 million domestic workers, especially high-quality home service personnel with professional technical knowledge. To address these issues, the National Development and Reform Commission, together with relevant departments, issued the "Opinions on Deepening the Integration of Production, Education, and Industry in the Home Service Industry" to promote the integration of production and education to facilitate home service education and training, talent development, and alignment with industry development needs, increasing the supply of high-level home service personnel to better meet the demand for high-quality home services. The "Opinions" propose arrangements in four main areas.
First, strengthen the education and training of home service talent. This work mainly relies on various types of institutions. In terms of higher education, institutions are encouraged to establish home service-related majors based on actual needs and make reasonable arrangements for enrollment numbers. In vocational education, the emphasis is on expanding the scale of home service education professionals and encouraging schools to hire part-time teachers from home service enterprises. Continuing education focuses on orderly promoting the inclusion of home service-related majors in the national higher education self-study examination professional list, encouraging more practitioners to pursue further education.
Second, enhance the skills of practitioners. Three main areas of work will be carried out. Firstly, guiding home service enterprises to establish a full chain training system for pre-job training, on-the-job training, job transition, ensuring that training is completed before starting work, and requiring at least one refresher training every two years. Secondly, expediting the formulation and revision of home service industry-related standards. Thirdly, strengthening the construction of training brands such as "Women's Home Service," "Trade Union Home Service," and "National Open Home Service," with an expected annual training target of over 600,000 home service practitioners, trainers, and professional managers.
Third, improve the integration carriers of home service production and education. Promote the refinement of "financial + fiscal + land + credit" combined incentive measures in various regions to support the cultivation of integrated home service enterprises; make good use of central budget investments and other funds to support the construction of home service training bases; and support industry organizations, schools, institutions, enterprises, etc., to jointly establish a home service industry integration community. Fourth, empower home service enterprises for high-quality development. Thank you for your concern about the work of work-for-relief, and I would like to take this opportunity to introduce this work to everyone. Work-for-relief refers to a policy that arranges targeted participation of the people in the construction of infrastructure projects funded by the government, providing them with labor remuneration instead of direct relief funds. The implementation of work-for-relief is mainly to strengthen employment assistance for low-income groups, encouraging and guiding the people to increase income and improve skills through labor. Starting from 1984 with the provision of rewards in kind to support infrastructure construction in key poverty alleviation counties, this work has been carried out for 40 years, during which a large number of small and medium-sized infrastructure construction projects such as rural roads and water conservancy projects have been implemented, playing a unique and important role in boosting income and employment opportunities for the poor, stimulating endogenous poverty alleviation dynamics, and improving production and living conditions, making positive contributions to winning the battle against poverty as scheduled. Since the 14th Five-Year Plan period, work-for-relief has evolved from a special poverty alleviation policy to a comprehensive assistance policy with multiple functions, including promoting employment and income growth, enhancing labor skills, and promoting regional development. By implementing central special investment projects and promoting work-for-relief in key engineering and agricultural rural infrastructure construction areas, over 5 million low-income people were employed through work-for-relief in 2023 and 2024, with over 66 billion yuan in labor remuneration paid.
To fully realize the role of the work-for-relief policy, the National Development and Reform Commission, together with the Ministry of Finance, recently allocated 9.05 billion yuan for the 2025 central special investment in work-for-relief projects, supporting the implementation of over 2,000 work-for-relief projects in local regions. In this process, we are promoting the early-stage work of projects in local areas, ensuring that after the investment plan is issued, projects can start construction quickly, and the people can receive labor remuneration as soon as possible. At the same time, we prioritize the participation of difficult groups such as those lifted out of poverty, key counties for national rural revitalization, and areas severely affected by rainstorms and floods by organizing them to participate in engineering projects, labor skills training, and developing public welfare guardianship positions based on project construction, focusing on utilizing funds effectively to allow difficult groups to not only receive labor remuneration but also improve labor skills through participation in work-for-relief projects. Preliminary estimates show that the early allocation of central special investment projects for work-for-relief will provide work opportunities to over 200,000 people, with planned labor remuneration exceeding 27 billion yuan. If we count the expansion of the work-for-relief model in key engineering and agricultural rural infrastructure construction projects, the scale of employment and remuneration will increase several times.
Next, the National Development and Reform Commission will supervise and guide local areas to promote the early start of work-for-relief projects, ensuring that the working masses can benefit more from the policy dividends of work-for-relief.

The northern region has entered the heating season, which means the arrival of the peak season for seasonal energy consumption every year. During this period, ensuring the warmth of the people in winter and the orderly production of enterprises is a very important task. From the work situation in recent years, our heating season in China is long and covers a wide geographical area. It involves multiple energy sources such as coal, natural gas, and electricity, and spans multiple links including reserves, production, transmission, dispatch, and consumption. It is also influenced by various factors such as climate conditions and external resource supply. This requires us to pay close attention to every aspect of the work.
In order to ensure energy supply this year, we have carried out a series of work in advance, including ensuring energy production and supply, improving peak supply capacity, signing and fulfilling medium-to-long-term energy contracts, ensuring supplies for civil energy consumption, preparing for adverse weather conditions, and ensuring safety production. As of now, in terms of reserves, the national coordinated power plants have more than 200 million tons of coal in reserve, with an average availability of more than 30 days. The underground gas storage facilities have completed the gas injection tasks ahead of schedule and are fully stocked for winter. In terms of production supply, the total installed capacity of power generation in the country has reached 3.16 billion kilowatts, and coal and natural gas production has been stable and increased since October. In addition, all other aspects of work have been adequately prepared, providing strong support for heating and supply this winter. Based on comprehensive analysis of various factors, it is expected that there will be a overall balance between energy supply and demand during this winter and spring heating season, and resource supply will be effectively guaranteed.
We also recognize that risks such as extreme weather and fluctuations in the international energy market cannot be ignored, and energy supply work cannot be relaxed. China-Europe freight trains are an important platform for building the open and cooperative "Belt and Road" initiative. In recent years, the National Development and Reform Commission has worked closely with relevant parties to advance the upgrading and transformation of key railway ports and major hub infrastructure, while consolidating and stabilizing traditional routes to Europe, actively expanding the southern corridor, further enhancing customs facilitation levels with countries along the route and addressing bottlenecks and issues that constrain the operation of freight trains, continuously improving the quality and efficiency of freight train operations, and promoting the simultaneous increase in quality and quantity of China-Europe freight trains. On November 15th, the 100,000th China-Europe freight train loaded with electronic products, household appliances, automotive parts, and daily necessities departed from Tuanjie Village Station in Chongqing and headed for Duisburg, Germany.
Overall, China-Europe freight trains have established a new all-weather, high-capacity, green, and low-carbon transportation corridor, becoming a widely popular international public good. From a market perspective, China-Europe freight trains are less affected by natural conditions and have higher stability. The prices are one-fifth of air freight and the transit time is one-fourth of sea transportation, making it favored by many customers. In terms of service coverage, China-Europe freight trains connect 125 cities in China, reaching 227 cities in 25 European countries and over 100 cities in 11 Asian countries, with the service network covering most of Asia and Europe. In terms of trade cooperation, China-Europe freight trains transport more than 50,000 types of goods, including complete cars, machinery and equipment, electronic products, and epidemic prevention supplies in 53 categories. By 2023, the value of goods transported by China-Europe freight trains will account for over 7% of China-Europe trade, with the cumulative transportation of goods exceeding 11 million standard containers and a value exceeding 420 billion US dollars, bringing business opportunities to tens of thousands of enterprises and benefiting hundreds of millions of people along the route.
