Recently, the National Development and Reform Commission conducted research to determine and released a new batch of national logistics hub construction list. 26 national logistics hubs including Shijiazhuang production and service-oriented, Wuhan trade and service-oriented, Panzhihua production and service-oriented were selected. Among them, in terms of regional distribution, there are 10 hubs in the eastern region, 5 in the central region, 9 in the western region, and 2 in the northeast region; in terms of hub types, there are 3 land port hubs, 2 airport hubs, 1 port hub, 8 production and service-oriented hubs, 9 trade and service-oriented hubs, and 3 land border port hubs.
The 26 hubs included in the construction list this time have three significant features. First, they better serve industrial development and promote the reduction of logistics costs. The relevant hubs provide high-quality logistics services for the manufacturing industry, creating a low-cost and efficient logistics service network, enhancing the vitality and competitiveness of the real economy. For example, the Dongguan production and service-oriented national logistics hub provides logistics services deeply embedded in the production processes of leading enterprises in industries such as integrated circuits, textiles, and automobiles, assisting in optimizing production organization and scheduling, strengthening supply chain coordination, promoting precise matching of supply and demand, and effectively supporting enterprises in improving their supply chain management levels.
Second, they attract various resources to gather and support the development of hub economies. The relevant hubs fully leverage the effects of resource aggregation and comprehensive service capabilities, attracting upstream and downstream enterprises in the supply chain to cluster and achieve positive results in nurturing and developing hub economies. For example, the Nantong trade and service-oriented national logistics hub strengthens the integration of regional trade logistics resources, enhances comprehensive service capabilities, plays a core organizational role in the hub, attracts manufacturers and traders in industries such as textiles, metallurgy, and plastics to cluster and develop, and helps build a hub economy.
Third, they facilitate international logistics channels and accelerate the opening-up. The relevant hubs strengthen the construction of diversified international logistics radiation capabilities, smooth international logistics channels, and provide strong support for the formation of a comprehensive open new pattern. For example, the Kunming airport-oriented national logistics hub continues to expand its route radiation range, relying on the special airside industry, and actively building an airport-oriented logistics hub that radiates South Asia and Southeast Asia.
Since 2019, the National Development and Reform Commission has released a total of six batches of national logistics hub construction lists, totaling 151 hubs, achieving full coverage of 31 provinces (autonomous regions, municipalities), 5 separately planning cities, and the Xinjiang Production and Construction Corps. The National Development and Reform Commission will continue to promote the solid promotion of relevant national logistics hubs, accelerate the formation of a national logistics hub network, continually improve the modern logistics operation system of "channels + hubs + networks," promote the reduction of overall social logistics costs, and provide strong support for the construction of a modern industrial system, accelerating the establishment of a new development pattern, and promoting high-quality development.
