The Ministry of Agriculture and Rural Affairs and the China Meteorological Administration jointly issued a typhoon and waterlogging risk warning on July 18: It is expected that from July 19 to 22, due to the impact of Typhoon "Wipha", there will be heavy to torrential rain in coastal areas of South China, Zhejiang, and Fujian. Western and southern Guangdong, southern Guangxi, and parts of Hainan Island will experience heavy rain; coastal areas of Guangdong and Guangxi will have wind speeds of level 9-10, with gusts up to level 11-12, and in the nearby sea areas where the typhoon center passes by, wind speeds will reach level 11-13, with gusts up to level 14-15. The strong winds and rain may affect the early rice harvest, potentially causing flooding in low-lying farmland, damage to economic fruit trees, and agricultural and fishing facilities. The risk of agricultural wind and waterlogging disasters is higher in southeastern Fujian, central and southern Guangdong, southern Guangxi, and Hainan; while areas in southwestern Guangdong, southeastern Guangxi, and northern Hainan have a high risk of agricultural wind and waterlogging disasters. It is recommended that the above-mentioned areas harvest mature early rice and fruits and vegetables before the arrival of strong winds and rain, clear the fields in advance, drain water after rain, reinforce agricultural and fishing facilities, and return fishing boats to harbor to avoid the storm.
