In recent years, Shenzhen has strengthened legislative exploration in emerging fields with a comprehensive reform pilot as a traction, showing the characteristics of high quantity, heavy weight, and strong innovation. The "Shenzhen Special Economic Zone Artificial Intelligence Industry Promotion Regulations" is the first special legislation for the artificial intelligence industry in the country, making a series of institutional designs for basic research and technological development of artificial intelligence, expansion of application scenarios, etc., and providing legal guarantees for industry development. Counting the legislative areas of emerging fields in Shenzhen in recent years, there are also the Shenzhen Special Economic Zone Green Finance Regulations, Intelligent Connected Vehicle Management Regulations, Cell and Gene Industry Promotion Regulations, Low Altitude Economy Industry Promotion Regulations, and so on.
